Le** CERT.be (Federal Computer Emergency Response Team)** est à la recherche d'un Cybersecurity Service & Project Manager. CERT.be est une branche opérationelle du **Centre pour la cybersécurité Belgique (CCB)**, l'autorité nationale pour la cybersécurité en Belgique. Le CCB développe une politique de cybersécurité nationale, supervise, coordonne et veille à la mise en oeuvre de la stratégie belge en matière de cybersécurité.

CERT.be a pour mission de coordonner les incidents les plus divers en Belgique (incident response), de détecter les incidents de sécurité (threat hunting et monitoring), d’effectuer des analyses forensiques et d’offrir une expertise aux opérateurs soumis à la législation NIS.

**Description de fonction**

En tant que Cybersecurity Service & Project Manager, vous faites directement rapport à la direction, dirigez les différentes phases du ou des projets techniques et supervisez l'exécution des travaux afin d'atteindre les objectifs. Vous encadrez/gérez également le suivi qualitatif des services offerts, et ce afin de veiller à ce que les solutions et services Cyber Security répondent aux attentes et aux exigences de qualité et de sécurité et soient conformes aux réglementations actuelles.

Vous assurez les tâches suivantes:
Suivi de projets et établissement de rapports
- Définir et suivre les deliverables du projet
- Sécuriser le projet et mettre en place des mesures d’atténuation nécessaires
- Veiller à la valeur ajoutée et aux attentes du client
- Effectuer les corrections et, le cas échéant, adapter les différentes phases
- Envoyer des rapports au client et aux membres de l'équipe
- Conserver une vue d'ensemble complète des initiatives internes au niveau du projet et de l'initiative (définition des objectifs et des prestations à fournir)

Surveillance proactive de la planification des ressources de CERT

Établissement de rapports
- Définition, monitoring des KPI (Key Performance Indicators)
- Rapports hebdomadaires/mensuels des KPI, statistiques pour la direction

Garantir la qualité et améliorer les processus en continu:

- Optimisation (proposition et mise en œuvre) des processus existants (pragmatique, simple)

Formation interne et coaching (de projet):

- Formation des membres du personnel à l'utilisation des méthodes de travail et des outils (de projet)
- Vous prenez le temps de coacher les collègues et de les aider dans le cadre du projet.

Suivi du budget de CERT
- Suivi des dossiers d'achat avec le service d'achat

Service Management
- Contrôler le service fourni par CERT.be en concertation avec le client
- Contact avec et suivi des fournisseurs, tant au sein des pouvoirs publics qu'en dehors (partenaires commerciaux)
- Proposer des parcours d'amélioration et un service « après vente » et en assurer le suivi.

**Description du profil**

Vous êtes de nature compréhensive, patiente et empathique et adoptez une approche structurée et méthodologique tout en faisant preuve de flexibilité.

Formation et expérience
- Vous disposez d’un diplôme (bachelier ou master) en informatique ou d’une expérience professionnelle équivalente
- Vous disposez de minimum 5 ans d'expérience dans la gestion de projet IT et/ou gestion de services de préférence dans le domaine de la sécurité IT
- Vous avez soif d'apprendre (ce que vous ne savez pas, vous voulez l'apprendre)

Compétences techniques
- Bonnes connaissances de la gestion des risques
- Bonne expérience en matière de gestion et de suivi de projets inspirés par la méthode Agile (itérations courtes/deliverables).
- Bonnes connaissances du domaine de la sécurité IT
- Intérêt pour et connaissance des développements « cyber » (et ICT)
- Bonne expérience professionnelle dans les environnements IT spécialisés
- Excellente maîtrise des outils MS Office
- La connaissance de Jira / Confluence est un atout

Compétences personnelles
- Vous avez de bonnes compétences en matière de communication et pouvez présenter des questions complexes de manière claire et structurée, tant à des personnes de niveau C que des techniciens
- Vous avez un esprit analytique et cherchez à résoudre les problèmes
- Vous êtes capable d'écrire des rapports clairs et compréhensibles
- Vous faites preuve d’un intérêt marqué pour la sécurité et l'IT
- Vous disposez de bonnes compétences en matière de planification (étapes de haut niveau)
- Vous disposez d'une excellente capacité d'adaptation
- Vous êtes un bon pédagogue, savez encourager vos collaborateurs et ne manquez pas de tact
- Vous êtes pragmatique et convaincant
- Vous avez une mentalité qui prône l’action plutôt que l’explication
- Vous représentez le Centre national pour la cybersécurité, et nous attendons de vous une attitude professionnelle et compréhensive à l'égard des victimes de cyberattaques. Vous respectez la confidentialité si nécessaire
