**Who we are supporting**

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

**The program**

**Assistance and Advisory Service (AAS)**

The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

In order to provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s, Military (Mil) and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

**Role Background**

The Joint Intelligence Surveillance and Reconnaissance Centre (JISRC) of the NCI Agency in The Hague, NLD and Headquarters SHAPE are jointly pursuing the development of a NATO JISR Test and Experimentation Environment (JTEE) Program.

This program aims to increase the delivery speed of highly usable systems to the warfighter through continuous testing, experimentation and trialing of the JISR coherence and interoperability processes within the Alliance.

**Objective**

JISRC is looking for a person with the expertise to support the establishment and management of a permanent NATO JTEE capability and act as a liaison between SHAPE J2/3 and JISRC by coordinating Allied Command Operations (ACO) priorities for JTEE tests and trials.

**Role Duties and Responsibilities**

Support the ACO JISR community with coordinating JTEE priorities based on ACO's JISR capability development priorities and Annual Action Plans.
- Report planned JTEE to the JISR Task Force with NATO HQ International Staff (IS).
- Coordinate planned activities, execution plans and post event reports with the NCIA and BiSC Group Executive (BGX) JISR teams.
- Liaise between operational and strategic levels of the NATO enterprise (NATO HQ International Staff / Defence Investment (IS/DI), the Joint Capability Group on Intelligence, Surveillance and Reconnaissance Event Management Team ((JCGISR-EMT) and provide advice and assessments of all ACO-led events.
- Perform and provide Measures of Performance and Measures of Effectiveness (MOP/MOE) for this programme.
- Recommend ways to optimize ACO's participation in NATO JTEE
- Liaise with the EMT to encourage national contributions.
- Conduct other appropriate duties as directed by the SHAPE J2 and JISRC leadership.

**Essential Skills and Experience**
- Experience in NATO or national Joint Intelligence, Surveillance and Reconnaissance (JISR), including testing and experimentation events and/or policy definition and implementation.
- Motivated, good communication skills, team player.
- Knowledge of NATO or National intelligence processes.
- Strong listening and communication skills in English.
- Knowledge of NATO responsibilities and organization.
- Experience in conducting capability development tests, experiments, or trials.

**Education**
- Nationally recognized/certified university degree.

**Desirable Skills and Experience**
- Experience in working at one of the NATO Headquarters.
- NATO and/or military experience.
- Experience in coordinating staff priorities and participation across multiple headquarters.
- Experience with NCI Agency.
- Awareness of NATO JISR policies and strategies
