**Business Analyst - Brussels - European Commission**
**1. CONTEXT/INTRODUCTION
DG EMPL, A.4 in partnership with other Commission services and stakeholders, provides high quality corporate solutions/information systems for Shared Management DGs, enabling the successful implementation of the Commission's Digital Transformation and EU policies. 2 In close collaboration with other Commission services and its customers, DG EMPL, A.4 builds and operates solutions in the areas of Shared Management of EU Structural Funds. Amongst the solutions provided, DG EMPL, A.4 develops System for Fund Management in the European Union, SFC. The solution assignment may change over time, according to the portfolio/project/service needs.
**2. DESCRIPTION OF THE TASKS**
Following tasks will be performed by external service provider:
- Analysis of Business requirements.
- Documentation of Business requirements.
- Business model analysis.
- Business process analysis.
- Business processes modelling
- Functional requirements and business cases analysis.
- Functional testing of the analysed functionalities once they are implemented.
- Risk analysis.
- Assistance in Business cases, Vision documents, Project Charters and Security Plans.
- Interaction with other business analysts, business owners, customer, users, project leaders and the developers.
**3. LEVEL OF EDUCATION
As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 2 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor degree of 3 years.
**4. KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:
- Very good knowledge of business análisis.
- Very good knowledge of requirements gathering.
- Good knowledge of analysis/modelling tools and techniques (use case diagram, state diagram, entity relationship model, interaction diagrams etc.).
- Good knowledge of BPMN or UML or other with equivalent value.
- Knowledge of software development methodologies (e.g.Agile).
- Knowledge of tracking tools (e.g, Jira)
- Strong capacity in preparing and writing business analysis.
- Strong capacity to give high-level presentations.
- Capability to speak to business and technical audiences.
- Ability to participate in multi-lingual meetings, excellent communicator.
- Ability to work individually as well as in a team.
- Good communication and drafting skills in English.
- Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team.
- Ability to participate in multilingual meetings.
- Ability to work in multi-cultural environment, on multiple large projects.
- Excellent Team Player.
**5. SPECIFIC EXPERTISE
Following specific expertise is mandatory for the performance of tasks:
- At least 5 years of expertise in Business Analysis
