Introduction
The role of Infrastructure and Facilities Management (IFM) is to support NATO’s political and decision-making processes by managing and maintaining the NATO Headquarters site. IFM provides the International Staff (IS), International Military Staff (IMS), national Delegations, Partners, independent bodies and all others accommodated at NATO Headquarters, with facility management services. IFM is responsible for the overall management, supervision and technical and financial control of all in-sourced and out-sourced facility, maintenance, transportation and logistics services, major and minor investment projects and asset and inventory management in support of NATO Headquarters functions.
EM-HQST-IFM is facing significant challenges concerning workspace, mainly consecutive to the accession of two new Allies, to staff increase linked to NATO 2030 initiatives, and the need to respond to the lack of certain capabilities. These challenges coincide with multiple mainstream HQ architectural and technical projects.
The incumbent will provide architectural and project management services on various building projects (adaptation, renovation, construction), in the HQ buildings occupied by NATO in Brussels. HQ facilities are not limited to standard office spaces. They include sports, media, catering, retails and conference facilities, as well as specific security facilities and systems. The scope of the activities of the incumbent will therefore not be limited to office space projects, and may cover the various domains listed above.
**Skills, knowledge, experience required**:
- Bachelor’s degree in Architecture;
- Minimum of 5 years of experience in managing construction projects and space management projects;
- Minimum 3 years of experience in drafting of technical specifications for calls for bids and bid evaluation in the domains of building construction, refurbishment and renovation;
- Advanced knowledge of building, design and facility management related software packages, in particular AutoCAD;
- Intermediate knowledge of graphic design software;
- Good understanding of project management methodologies and tools;
- Good understanding of Belgian building codes and regulations, or equivalent, including fire, health and safety domains;
- A minimum levels of one of the NATO’s official languages: IV (“Upper Intermediate”) in English or French;
- Excellent drafting skills;
- Well-organized and collaborative, with client service approach.
**Desirable**:
- Experience in the design of office or commercial interiors and/or sport areas;
- Intermediate knowledge of Adobe software;
- Knowledge of BIM;
- Working knowledge of the other NATO language (English or French).
**Duties/role**:
- Collecting requirements, conducting feasibility studies, and providing cost estimates;
- Designing architectural and space allocation solutions in close collaboration with in-house and external experts, including drafting feasibility surveys and cost estimates;
- Developing technical specifications for tendering and bid evaluation in the domains of building construction, refurbishment, and renovation;
- Managing all activities linked to the project implementation phase (planning, coordination, quality control, provisional reception, etc.);
- Managing participation in all project meetings (customers, in-house and external technicians, contractors, NATO stakeholders, etc.);
- Providing design consultations, such as choosing suitable building solutions and materials, developing architectural plans, and ensuring projects meet local code compliance;
- Managing projects from conception to completion, including site surveys, client meetings, coordination between internal teams and contractors, and overseeing the works;
- Drafting technical specifications for calls for bids; validating technical documentation of suppliers and evaluating the bid selection process;
- Preparing project briefs, memos, communications with stakeholders, meeting reports;
- Creating architectural designs from drafts to technical details, including presentations and visuals, in coordination with the CAD/BIM team;
- Specifying calls for bids and evaluating bids in the domains of building construction, refurbishment, and renovation as required by the NATO supervisor;
- Delivering project-related documents such as feasibility studies, cost estimates, project management documents, conceptual, design, implementation, and as-built plans as required by the NATO supervisor;
- Providing any other duty required to manage architectural projects.
