**Context of need**

Willing to improve its operational performance, both Sectors Environment & Industry created a common organization, named SERM (Shared Execution Resources & Methodology). It mainly aims to improve the project execution, develop synergies between Sector Entities, generate scale of economy and optimize resources. The SERM is supported by 5 pillars as Engineering, Procurement, Project Management (PM), Claim & Contracting and PMO. As a key function, the Sourcing, Costing & Estimating (SCE) activities are part of the Procurement pillar.
Since several months, the number of Proposals grew significantly following the market trends and in view to support our business expansion. And recently major projects were signed and necessitates particular care of the Procurement Strategy. Originally the SCE management was created in 2016 within Metals organization; the role was expanded afterwards to cover the global organization of Industry and Environment. Willing to maintain the utmost support service towards Proposals, it is time to reinforce the SCE Management by hiring an experienced SCE Deputy Manager.

**Missions and Scope**

SCE is a central function set up to drive a transversal process across all Industry & Environment entities.
The objectives of the SCE management are split into two responsibility domains:

- **Sourcing**:

- To look for and to define sourcing strategy depending on commercial objectives and targeted projects, in a view of optimizing the competitiveness of John Cockerill offer, in collaboration with the business (e.g. Proposals, Sales and Estimating Engineers, and Purchasing teams).
- To identify new Suppliers throughout the globe depending on market conditions and needs; to challenge and expand the Vendor lists.
- To feed the Procurement & QA/QC departments with relevant data for the qualification of new suppliers.
- To ensure the continuity when the files and instructions are transmitted to the project execution teams, at Contract Review stage.
- Upon specific demand, to participate to the inquiry drafting, clarifications, and possibly to negotiate if necessary, with suppliers and potential partners.
- **Costing & Estimating**:

- To animate SCE working sessions to get clarity, review, challenge, e.a. Design Reviews, scope split (internal/external), schedule,; to mitigate risks and identify opportunities
- To feed the detail cost calculation with costing elements based on an up-to-date product breakdown structure & cost database (team animation).
- To maintain market indexes to anticipate market fluctuations, e.g., raw material, transport,
- To take responsibility for controlling the costs utilized into cost sheets based on a maximum of recent offers from vendors and for controlling the estimated hours based on past similar executed projects.
- To validate established budgets (costs) and to ensure coherence related to offered pricing.
- To validate the respect of John Cockerill rules.
The SCE process supporting the above-mentioned objectives is ideally interconnected with the other Sales processes:
“_Go / No Go_” à “_Design Review_” à “_SCE committee_” à “_Commitment committee_”
Regularly, the SCE management is animating the various SCE committees, to deliver resolutions and recommendations, aiming to get robustness and optimization of our cost sheets.

**Profile**
- **_Education and Experience_**:

- Master's degree in Mechanic, Electro-mechanic, or Thermic disciplines, with complementary degree in Economics
- Minimum 5-10 years of experience in International Project Management in EP or EPC domains,on industrial projects > 5 M€. And minimum of experience in John Cockerill activities (if possible, in at least 2 different sectors) will be considered as a ‘plus’.
- Experience in management of teams > 10 FTE, as the SCE Deputy Manager will not have direct report, but strong functional reports.
- Demonstrated experiences in the following missions is a ‘plus’: purchasing negotiation, QA/QC, manufacturing, site supervision,
