**Application/Cloud Architect (ACA) - Brussels - EU Public Organisations**

**1. CONTEXT/INTRODUCTION**

**2. DESCRIPTION OF THE TASKS**

Those programmes are the flagship initiatives within the new EC Digital Strategy and the EC corporate Double Pillar Approach (DPA) and are implemented using Commercial Off-the Shelf solutions (COTS) from SAP and ServiceNow. The following tasks shall be covered by the service contract:

- Analysis of the integration of different information systems.
- Data analysis and data modelling.
- Coordination of the implementation of the technical architecture.
- Technical interface between the project leaders and the developers.
- Production of software architecture documents.
- Participation in technical working groups, progress meetings and meetings with the users.
- Assistance during relevant parts of testing, analysis, technical documentation, deployment, evaluation, and reporting.
- Creating designs and blueprints of Cloud Architecture.
- Review of the architecture of existing systems to migrate of existing system in the cloud.
- Design and development of architecture components and building blocks using cloud components.

**3. LEVEL OF EDUCATION**

As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 2 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor degree of 3 years. The associated scores for education are as follows independently of the lot: Type of degree Points Secondary school giving access to higher education 0 EQF6 6 EQF7 10 3

**4. KNOWLEDGE AND SKILLS**

Following skills and knowledge are required for the performance of the above listed tasks:

- Strong development background, experience with cloud architectures and experience with ServiceNow platform
- Good knowledge of ServiceNow Modules: ITSM, HRSD and App Engine.
- Good knowledge of data analysis and data modelling
- Ability to perform proof of concepts (PoC) efficiently and fast.
- Good knowledge of Business Intelligence / SAP BODS 4.2 and WEBI
- Very good knowledge and practice of service oriented, REST web services, architecture
- Very good knowledge and practice of secured system interoperability on mesh network topology
- Very good knowledge and practice of Confluence, JIRA, SMT, Outlook
- Very good analysis and problem-solving skills.
- Very good ability to solve problems efficiently and fast.
- Very good capability to write clear and structured technical documents.
- Good knowledge of the standard technology stack and building blocks of the Commission
- Good knowledge of the Commission IT & administrative procedures.
- Good ability to give technical presentations.
- Good ability to participate in technical meetings and good communication skills in English and French
- Excellent ease of communication in English and French (both verbal and written); other

additional EU languages will be considered important assets.

**5. SPECIFIC EXPERTISE**

Following specific expertise is mandatory for the performance of tasks:

- at least 5 years of specific expertise in JAVA, APIs, and Systems Integration
- Excellent knowledge of Project Management frameworks, including PM2 and/or SAFe
- at least 5 years of experience working as Tech lead.
- at least 3 years of specific expertise in ServiceNow.
- at least 2 years of specific expertise in SAP BI/BO
- Proficiency in Angular (latest versions, build and automation tools), Bootstrap and Typescript.
- Experience in Web security, authentication, and authorization protocols (OAuth, Open ID Connect).
- Experience with responsive and adaptive design.
