**Roles and Responsibilities**:
- Understanding of systems and mission engineering
- Understanding U.S. policy and developing actional methods to achieve National objectives through programmatic governance.
- Evaluating and comparing alternative architectures using qualitative and quantitative techniques; exploring large trade spaces
- System design and development (such as software development), systems modernization, and architecture
- Articulating major uncertainties associated with systems architectures, defining risks and opportunities associated with the uncertainties and alternative courses of actions
- Identifying or developing metrics to measure and analyze relevant system properties, such as robustness, resiliency, interoperability, quality, robustness, and maintainability
- Supporting requirements management, interface management and architecture change management processes
- Translating analysis results into actionable recommendations for Senior Executives within US Government agencies (DoD & DoS) and Foreign Ministers (Defense and Interior).
- Work closely with foreign political, technical, and military members
**Basic Qualifications**
- Typically requires a minimum of 10 years of related experience with a Bachelor’s degree in Engineering, Physics, Mathematics, Computer Science or related; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.
- A minimum of 3 years of experience working on international projects in the relevant domain area
- Ability to leverage systems analysis— technical and functional skillsets, maintain relationships with internal and external government representatives
- Basic understanding of Model Based System Engineering (MBSE) tools to include Cameo and AFSIM
- Familiarity with U.S. Federal/DoD Acquisition, including the Joint Capabilities Integration and Development System (JCIDS) and the Adaptive Acquisition Framework
- Expertise in systems and enterprise architecture
- Experience conducting Analysis of Alternatives and rendering objective evaluation of vendor products and approaches
- Strong written communication skills, including ability to convey state-of-the art concepts into concise background papers for senior executives
- Willingness to relocate to Brussels, Belgium for a maximum duration of 5 years
- Ability to obtain a U.S. and NATO Secret-level security clearance
- Flexibility to travel internationally up to 25% of time.
**Preferred Qualifications**
- Experience defining Mission Engineering Threads given a reference architecture
- Demonstrated success working with senior government leaders involved in international work (DCSA, SAF IA)
- Knowledge of methods for assessing the impacts of emerging technologies
- Track record of collaboration and building teams while working autonomously
- Exceptional oral and written communication skills, capable of engaging and influencing across NATO and U.S. Mission organizations
- Fostering trust through a clear vision for the program
- Demonstrated ability to articulate complex topics to Sponsors and stakeholders through written and oral communication
- Proactive in identifying solutions in support of the U.S. Mission to NATO
- Demonstrated technical management for systems engineering projects that require cross-disciplinary collaboration
- Experience with dynamic multinational negotiation and debate
- Experience working at the strategic-level within the U.S. Government (OSD, DoS, or NSC) and experience working within a U.S. Combatant Command (CCMD) or Joint Services
- Experience working with foreign governments and militaries.
