**Société**:
The Belgian Investment Company for Developing Countries (“BIO”) is a development finance institution controlled by the Belgian government that seeks to support the private sector in developing countries by investing in local enterprises, either directly or indirectly (e.g. through financial institutions or investment funds).

**Fonction**:
BIO is committed to contribute to fighting climate change through investments and technical assistance programmes in Africa, Asia and Latin-America, as well as developing further climate adaptation and resilience of its (prospective) investees. BIO is a signatory of the EDFI 2030 Climate and Energy Statement and is now in a phase of implementing an ambitious climate (finance) strategy, methodologies and reporting.

For this purpose, BIO is seeking to enhance its climate (finance) expertise. The new Climate (Finance) Officer will be based in the Development and Sustainability (D&S) Unit, which is responsible for the development impact and Environmental & Social (E&S) risk management of BIO's investment projects. The Unit also manages the Business Development Support Fund (BDSF), the BIO’s facility that provides grants to finance Feasibility Studies (FS) and Technical Assistance (TA) programmes.

The Climate (Finance) Officer will contribute to BIO’s Climate Strategy, ensure relevant climate expertise and analysis at the different stage of the investment cycle, strengthen BIO’s climate reporting, and share his/her expertise throughout the company, in particular with the Investment D&S teams.

**Tasks and responsibilities**:
The Climate (Finance) Officer tasks and responsibilities will include:
**Strategy, policy, and methodology**
- continuous development of BIO’s climate policy and framework to achieve
- the alignment with Paris Agreement at project and portfolio level, and leading the reflection on BIO’s pathway/contribution to carbon neutrality,
- the measurement of BIO’s portfolio GHG emission (scopes 1,2,3) at project and portfolio level
- the assessment of climate-related risks and opportunities and
- the implementation of climate related financial reporting in line with international standards, specifically the recommendations of the Task Force on Climate-related Financial Disclosures (TCFD), and the EU Taxonomy
- Engage on climate change harmonisation approach at the level of the European Development Finance institutions (EDFI) Network and ensure BIO’s implementation of the EDFI 2030 Climate and Energy Statement as well as that BIO’s efforts are aligned with EDFIs and other relevant industry best climate assessment practises
- Support the development of tools per sector (including financial institutions and funds) to engage our clients in a Paris-aligned transition and to develop adaptation programs.
- Ensure gender sensitivity in climate strategy reflections and activities

**Climate mainstreaming across BIO’s activities**
- Advisory role for the investment team, by supporting the identification of climate-related risks and mitigation/adaptation opportunities for new and prospective companies/projects.
- Support the environmental and social team to better take into consideration climate aspects of BIO Environmental and social due diligence.
- Work together with clients and BIO’s BDSF team to identify opportunities and support clients’ resilience to climate change and climate mitigation opportunities.
- Cooperate with the development team to integrate relevant climate metrics within BIO’s development Assessment, Monitoring and Evaluation framework and ensure proper climate monitoring of projects.
- Cooperate with the D&S team to deliver the specific climate reporting required by the various BIO’s stakeholders.
- Exploration (and implementation) of opportunities to use concessional financing from the European Union, Green Climate Fund, etc that would enable BIO’s efforts to combat climate change.
- Develop BIO’s reflection on potential investment pipeline regarding nature-based solutions, access to green energy, and a just transition to a low-carbon economy.

**Climate capacity-building and representation**
- Build-up climate financing expertise of BIO’ staff, ensure gender sensitivity in climate strategy reflections and take a coordination role on Climate Corporate initiatives.
- Entertain relations with the Administration of the Ministry for Development Cooperation (DGD), and promote alignment with Belgian policy and shareholder expectations
- Develop a network in the climate finance space in Belgium (Belgian Development Cooperation Ministry, Enabel, NGOs, CSOS,) and abroad (EDFIs, other multilateral development banks and international climate working groups).
- Represent BIO in internal and external events in relation to climate (finance)

**Profil**:
