The client's unit of 'Information Systems' is in charge of developing, maintaining, and operating the DG's information systems at the three geographical sites in Brussels, Luxembourg, and Grange. The unit works directly with the policy units on digital solutions to implement policies and

manages the local IT infrastructure and support.

The mission is to:

- Improve and protect human health, and support the modernization of Europe's health systems;
- Ensure that all food, feed, and medicinal products marketed in the EU are safe and that EU standards are promoted globally
- Protect animal health and welfare and plant health
- Contribute to a well-functioning and fair internal market in food

The particular context for this request is the **European Health Data Space**. The European Health Data Space impact assessment identified that an EU-wide infrastructure supporting the secondary use of health data is necessary to harness the power of health data and ensure interoperability with other common EU data spaces. This infrastructure should be delivered in a way that connects existing infrastructures for the purpose of secondary use of health data and minimizes the transfer of data.

DESCRIPTION OF THE TASKS

The following tasks will be performed:

- ** [Essential]** Customise existing EC building blocks in the context of a reference implementation, more particularly eDelivery
- ** [Essential] **Creation of servers and databases for functionality
- ** [Essential]** Understanding and implementation of security and data protection
- Cross-platform optimization
- ** [Essential]** Design and develop APIs
- ** [Essential]** Participating in the design and creation of scalable software
- ** [Essential]** Taking the lead on projects, as needed
- ** [Essential] **Maintenance of code integrity and organization
- ** [Essential]** Writing clean, functional code on the front
- and backend
- Compile and analyze data, processes, and codes to troubleshoot problems and identify areas for improvement
- Testing and fixing bugs or other coding issues
- ** [Essential] **Meet both technical and consumer needs
- Write technical documentation

LEVEL OF EDUCATION

The minimum educational qualification is the level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a** bachelor’s degree** of 3 years or 3 years of higher education.

SPECIFIC EXPERTISE AND TECHNOLOGIES

At least 6 years of specific expertise in front-end languages such as** JavaScript, HTML, and CSS**

At least 6 years of specific expertise in JavaScript frameworks and libraries such as **Angular and Bootstrap**

At least 6 years of specific expertise in **Service Oriented Architecture**, design, development, deployment, and operation

At least 3 years of specific expertise in Health IT standards such as **HL7 CDA, HL7 FHIR, and IHE profiles**

At least 3 years of specific expertise in **European Commission IT eDelivery building block** (AS4, specifications, reference implementations) or equivalent

At least 10 years of specific expertise in back-end languages and frameworks such as **Java, PHP, Spring boot and Hibernate**

At least 3 years of specific expertise in database technology such as **Oracle, MongoDB**

At least 6 years of specific expertise in code versioning tools such as **Git or SVN**

KNOWLEDGE AND (NON-TECHNICAL) SKILLS
