Context
Je werkt bij de afdeling ICT binnen HFB.
De afdeling ICT van Het Facilitair Bedrijf wil meerwaarde aan onze klanten bieden via gemeenschappelijke & facilitaire ICT-diensten om zo bij te dragen tot de optimale werking van de Vlaamse overheid als geheel.
Deze gemeenschappelijke ICT-diensten bestaan uit een breed gamma waaronder een geïntegreerd geheel van werkplek-, datacenter-, cloud - en netwerk
Doel
De prioriteiten binnen Het Facilitair Bedrijf zijn gefocust op vijf domeinen en bijhorende programma’s. Deze hebben betrekking op werkplekdiensten, cloud platformen, “Applicaties en data”, facility en sourcing. De product manager “Data management en business intelligentie” werkt binnen het domein “Applicaties en data”.
De product manager zal de bestaande community inzake data management en business intelligentie verder uitbouwen en versterken. Binnen deze community worden gemeenschappelijke behoeften van de entiteiten van de Vlaamse overheid besproken en worden best practices gedeeld onder de deelnemers. Daartoe zal de product manager een netwerk van partners uitbouwen, zowel bij de interne klanten als bij de relevante marktspelers.
In lijn met de klantenbehoeften en het marktaanbod, zal de product manager een ICT-dienstenaanbod uitwerken en periodiek bijsturen. Dit dienstenaanbod, dat voornamelijk met externe partners wordt ingevuld, heeft betrekking op de verschillende fasen van een “data management en business intelligentie” programma bij een klant : inspiratiesessies, advies mbt aanpak en methodologie, architectuuradvies, de implementatie incl. het inrichten van de onderliggende IT-omgevingen en de exploitatie van de oplossing. De product manager zal tevens de gemeenschappelijke bouwstenen identificeren en uitbouwen die hergebruik / schaalvoordelen realiseren.
Verder zal de product manager de interne klanten ondersteunen bij het realiseren van hun data management en business intelligentie behoeften: bij het opmaken van lastenboeken, het evalueren van offertes van leveranciers, het nazien van architecturale ontwerpen, het aansturing van de externe dienstverleners, het opleveren van de resultaten.
De product manager gaat tevens actief op zoek naar “nieuwe” klanten. Hij duidt bij individuele klanten de meerwaarde van de “data management en business intelligentie” technieken en promoot het gebruik van gemeenschappelijke oplossingen / bouwstenen.
Tenslotte zal de product manager het beleid inzake data management en business intelligentie vormgeven en input leveren voor het beleid op niveau van het team “Applicaties en data”, de afdeling ICT en Het Facilitair Bedrijf, onder de vorm van visie / strategie nota en presentaties, het bepalen van product roadmaps en het inschatten van de benodigde budgettaire middelen.

- Opleiding en ervaring: Masterdiploma of gelijkwaardig door ervaring
- Kennis en bij voorkeur ervaring binnen het domein van “data management en business intelligentie”
- Hands on ervaring als data scientist is een pluspunt
- Kennis van de markt van marktspelers binnen het domein van “data management en business intelligentie”
- Kennis van cloud concepten en oplossingen, infrastructuurcomponenten (server / netwerken) is een pluspunt.

- Sterk analytisch en probleemoplossend vermogen
- Beschikken over uitstekende communicatievaardigheden
- Overtuigingskracht
- Goed inzicht in de werking en structuren van de Vlaamse overheid of bereidheid deze op korte termijn te verwerven
- Een minimum kennis van de wetgeving “bescherming van de persoonlijke levenssfeer ten opzichte van de verwerking van persoonsgegevens” of bereidheid deze op korte termijn te verwerven
