About the Role
We are seeking a Senior EU Policy Research Lead to join our team at ICF. The successful candidate will lead our policy research and evaluation services on education policy for the European Commission and its agencies.
Responsibilities
- Lead the evaluation and consultancy framework contracts that ICF has with DG EAC.
- Direct projects secured under these frameworks, ensuring high-quality research and evaluation outcomes.
- Capture and deliver research, analytical, and evaluation proposals for DG EAC and EU decentralised agencies with a relevant education policy interest.
- Build and maintain a network of education policy research specialists within ICF and externally.
- Contribute to the effective management of our business area, working collaboratively with colleagues to achieve agreed goals.
- Provide line management support to team members, enhancing their capability and contributing to employee progression.
Requirements
- A strong academic background, ideally a PhD in social sciences, public policy, educational sciences, international relations, or a related field.
- At least 10-15 years of professional experience in education and/or employment policy within the European context, including consultancy work.
- Experience conducting high-quality EU level research and evaluation assignments, including developing and implementing research within the education and employment policy area.
- Strong analytical skills, ability to develop sound conclusions and policy-relevant recommendations.
- Knowledge of the education and employment research community, including networks of experts.
- Experience managing teams, coaching or mentoring colleagues, and providing regular feedback for development.
- Demonstrable experience winning and delivering research and evaluation projects and contracts for the European Commission.
- Excellent communication skills, including presenting key concepts to clients internally and externally.
- Excellent verbal, written, analytical, and presentation skills in English, additional European languages an advantage.
