Financial Administrator of DE language (IRC200315)

Responsibilities

The main tasks of the financial administrator are:

  • ex-ante verification officer of the group in the light of the financial rules of the budget 400 carrying-out ex-ante controls of all expenditure of the group, its staff and its members;
  • lead and coordinate the finance team of the ESN group;
  • follow relevant financial regulations and instructions and their changes, and deliver advice/training to the management;
  • advise the ESN Bureau in particular for decisions on financial issues;
  • propose adaptations of the ESN group’s financial rules in the light of decisions taken by the European Parliament;
  • support in the establishment and the execution of the ESN group’s budget ensuring the necessary level of assurance and sound financial management;
  • prepare and coordinate all the reporting activities for the various internal and external stakeholders;
  • deal with internal tendering procedures;
  • deal with audits and follow up on audit findings and recommendations and all related compliance issues;
  • ensure the functionality of relevant internal control systems and elaborate the methodology, policies, processes and guidance documents and templates;
  • management of invoices, purchase orders and related VAT questions.

Qualifications

General admission requirements:

  • Nationality of an EU Member State with full rights and no criminal record.
  • Completion of a university-level education (four years or more) or equivalent, plus a minimum of 5 years relevant professional experience.
  • Thorough knowledge of German and very good knowledge of English; knowledge of other EU languages is desirable.
  • Knowledge of the functioning of European Union institutions and political systems within the EU.
  • Ability to carry out conceptual analytical work and to provide advice/training to management.
  • Capacity for teamwork in a multinational environment and the ability to adapt to varying workloads.

Additional desired skills:

  • Knowledge of the political activities of the ESN Group and its Members.
  • Strong oral and written communication skills.
  • Computer skills adequate to carry out the duties described.

Salary and Benefits

Successful candidate(s) may be offered a contract as a temporary agent of the type 2(c) for an indefinite period, in accordance with the Conditions of Employment of Other Servants of the European Union (CEOS). In addition to the basic salary, the following benefits apply:
