Resource Network Lead – European Institutions

Location: Brussels, Belgium

Function: Fast, network-driven resourcing for EU Institution Framework Contracts (FwC)


Role Purpose


Build and own a large, activation-ready partner and candidate network that enables fast, skill-matched fulfillment of FwC resourcing requests — operating a zero-bench model where pipeline readiness, not idle bench, drives delivery.


Operating Model & Service-Level Commitments


  • Propose a winning profile: shortlist a win-ready profile within 1 week (5 business days) of a requirement being published, in time for the tender-response deadline.
  • Onboard the candidate: contract, compliance-clear, and onboard the selected candidate within 3–4 weeks of award.
  • Zero-bench mandate: hold sufficient warm-pipeline depth per critical skill to meet demand without carrying idle bench cost.


Key Responsibilities


  • Build & map the network: grow a panel of IT/staffing companies (25–1,000 employees) and maintain a skill-, tech-, and role-wise map for rapid matching.
  • Shortlist fast: map and shortlist qualified profiles within a 4-business-day SLA, across technical, mid-management, and senior levels.
  • Manage partners: onboard, qualify, negotiate terms with, and performance-manage partner companies, expanding the panel over time.
  • Mobilize & pre-clear: own post-award onboarding to the 3–4-week SLA, pre-empting compliance/security-clearance and contracting to remove bottlenecks.
  • Plan the pipeline: work with bid, delivery, and account teams to forecast FwC demand and pre-build pipeline ahead of requests.
  • Report & comply: track coverage, fulfillment, and readiness KPIs (pipeline depth, partner response time, offer-to-onboard cycle time); ensure EU procurement/FwC compliance.


Candidate Profile


  • Significant resourcing / talent acquisition / workforce-planning experience for EU Institutions or public-sector Framework Contracts.
  • Proven track record building and continuously expanding a broad ecosystem of subcontractors and specialist providers across Europe, at all seniority levels.
  • Skilled at assessing and prioritizing vendors on quality, responsiveness, commercials, reliability, and delivery performance.
  • Strong grasp of IT/digital skill taxonomies and structured resource intelligence for rapid, SLA-driven matching.
  • Collaborates with Account and Delivery teams on demand forecasting and regular vendor/consultant performance reviews.
  • Familiar with the Brussels / EU Institutions ecosystem — procurement frameworks, compliance, and contractor engagement models.
  • Excellent negotiation, stakeholder-management, and communication skills, with strong commercial awareness.
