For one of our clients in the public sector, we are looking for an experienced Freelance Product Owner & Business Analysis Coordinator to join a complex digital transformation programme.

Location: Namur, Belgium

Remote: 50%

Start: ASAP

Contract: Until 14 June 2027, with potential extension

Language: French

Engagement: Full-time

The role

As Product Owner, you will take functional and strategic ownership of a key digital platform used to manage public and private urban planning permits through a fully digital process.

You will combine Product Ownership, Business Analysis, stakeholder coordination and team coaching, acting as a key link between business stakeholders, IT teams and programme management.

Key responsibilities

Product Ownership

• Define and maintain the product vision in line with business needs, strategic priorities and regulatory developments.
• Manage and prioritise the product backlog.
• Write and refine user stories and follow up on development progress.
• Work closely with developers, architects, UX/UI teams and business stakeholders.
• Organise and facilitate product governance activities, including workshops, reviews, demonstrations and user testing.
• Identify opportunities for continuous improvement and ensure a high level of functional quality.

Business Analysis & Process Management

• Act as the main point of contact for business stakeholders regarding process analysis, modelling and optimisation.
• Ensure that the digital platform effectively supports operational business processes.
• Facilitate workshops to define and improve processes.
• Promote and apply Business Process Management (BPM) best practices.
• Act as a reference point for Business Analysts involved in the digitalisation programme.
• Coach and support new Business Analysts joining the team.
• Support the Programme Manager in coordinating BA priorities according to the strategic priorities of the programme.

• Confluence — Senior level
• Miro — Senior level
• Professional Scrum Product Owner (PSPO) certification is mandatory.

Additional experience we are looking for

• Proven experience as a Product Owner within complex digital transformation programmes.
• Strong experience coordinating multiple stakeholders across business, IT and external suppliers.
• Excellent Business Analysis and process management skills.
• Ability to translate regulatory changes into functional and business requirements.
• Strong understanding of digital product ownership, from product vision through continuous evolution.
• Experience coaching, challenging and guiding Business Analysts.
• Strong leadership and stakeholder management capabilities.
• A proactive, results-oriented mindset with a strong focus on functional quality.
