ASTRID is een innoverend en hoogtechnologisch netwerk voor spraak en gegevens. De radiocommunicatie via het ASTRID-netwerk is specifiek bestemd voor alle hulp- en veiligheidsdiensten en ondersteunt hun onderlinge samenwerking.Politie, brandweer en hulpdiensten kunnen dankzij ASTRID snel en veilig communiceren. Het digitale netwerk wordt in elke provincie aangevuld met een geïntegreerde meldkamer.
ASTRID is een naamloze vennootschap van publiek recht, een initiatief van de federale overheid. Om ons team in onze hoofdzetel te Brussel te versterken, zoeken wij momenteel enthousiaste medewerkers (m/v).
Het ASTRID-communicatienetwerk zal in de nabije toekomst evolueren van een elektronisch netwerk op basis van de TETRA-norm naar mobiele breedbandnetwerken volgens de LTE-norm. Deze netwerken zullen voor de kritieke communicatie van de ASTRID-gebruikers garanties en waarborgen bieden inzake dekking, robuustheid, veiligheid, en beschikbaarheid voor spraak-, gegevens-, en videoverkeer.
Het “NEXT GENeration COMmunication systeem” introduceert nieuwe vereisten voor de monitoring van de gezondheid van het netwerk en de prestaties van spraak-, gegevens-, en videoverkeer (OSS; de Operationele Support), evenals voor de provisioning en facturering van abonnementen en diensten (BSS; de Business Support).
We zijn op zoek naar een OSS/BSS-specialist en projectleider om ons team te versterken.
Functieomschrijving Als OSS/BSS Technology Owner:
  • Heeft u de nodige leiderschapskwaliteiten en expertise om monitoringoplossingen te ontwerpen en voor te stellen, gebaseerd op kennis en ervaring met LTE-netwerken en OSS/BSS-systemen. U houdt hierbij rekening met de verwachtingen van interne en externe stakeholders en gebruikers.
  • Werkt u deze oplossingen uit tot eenduidig beschreven technische vereisten voor de implementatie en integratie van OSS/BSS-systemen. Deze documentatie vormt de basis voor overheidsopdrachten.
  • Zorgt u voor de opvolging van het dossier, van publicatie tot de evaluatie van de offertes en de gunning aan de winnende partij.
  • Bent u verantwoordelijk voor het aansturen, plannen, en opvolgen van OSS/BSS-projecten, evenals voor de validatie en indienststelling van softwareleveringen.
  • Ook na de indienststelling blijft u het aanspreekpunt voor het organiseren en coördineren van verbeter- en optimalisatieprojecten.
  • Werkt u nauw samen met leveranciers en ASTRID-collega’s binnen de NEXT GEN COM, OSS/BSS, en Procurement teams. U rapporteert aan de OSS/BSS teamleader en aan de NEXT GEN COM program lead.

Profiel
  • U beschikt over een bachelor- of masterdiploma in informatica/elektronica/telecommunicatie of gelijkwaardig.
  • U hebt een brede interesse en kennis van telecom en bent goed bekend met digitale communicatie, gsm-netwerken en OSS/BSS-systemen.
  • U heeft relevante ervaring en expertise in de telecomsector, met specifieke kennis in monitoring, infrastructuur, applicaties en services. Ervaring in domeinen billing, provisioning en CRM is een plus.
  • U bent analytisch ingesteld en kan functionele behoeften omzetten in technische specificaties.
  • U heeft ervaring met het aansturen en opvolgen van leveranciers. U beschikt over communicatieve vaardigheden om een performante relatie met leveranciers uit te bouwen.
  • U heeft ervaring in projectbeheer en kan vlot omgaan met MS Office pakketten.
  • U kunt de levering, ingebruikname, en ondersteuning van softwareoplossingen coördineren en valideren in een complexe omgeving.
  • U bent communicatief en inspirerend naar uw omgeving toe.
  • U heeft een scherp oog voor technologische trends, standaardisatie en best-practices.
  • U kunt zich zowel mondeling als schriftelijk vlot uitdrukken in het Nederlands, het Frans en het technisch Engels.
  • U bent een team player en weet prioriteiten effectief te stellen.
  • U werkt zelfstandig, gestructureerd en oplossingsgericht, met oog voor detail.
  • U rapporteert vlot en bent communicatievaardig
