**Call for experts - External evaluation of UNITES impact and methodology**:
Eurocities is seeking an external evaluator for the impact and methodology of UNITES, funded by the EU Asylum, Migration and Integration Fund. Read the full Terms of Reference for this call.
**Objectives and tasks to be performed by the contractor**:
The objective of this contract is to assess the impact and methodology of UNITES. Specifically, the tasks listed below:
- Task 1 - to assess to what extent UNITES achieved the objectives and impact defined in Annex I of this call.
- Task 2 - to assess the effectiveness of the mutual learning methodology implemented under UNITES and draw up some lessons learnt and feedback (see Annex I).
- Task 3 - to draw up recommendations on how to continue and where necessary adapt the project’s approach to knowledge transfer. The recommendations will inform the technical proposal for a new project proposal.
**Suggested methodology and bid requirements**:
The bid should contain a brief background of the applicant and a description of the methodological approach suggested to perform the evaluation.
Given Eurocities previous experience, some evaluation methods and tools which were implemented in the past funding period are proposed below.
**Preparation phase**:
- Kick-off meeting with the UNITES coordinator held online to discuss the methodology and framework of the evaluation.
- Creation of an evaluation framework which clarifies the key impacts and learning to be explored and methods for evidencing each finding.
- Desk review of key documents and mutual learning activities implemented, including the selection and identification of potential cases where impacts have materialised or are in the process of materialisation.
**Fieldwork phase**:
The contractor will be required to get in contact with all UNITES partners to explore to what extent the project activities have reached their specific objectives and impacts.
This can be done by:
- (Online) Evaluation form to be designed by the contractor and filled in by UNITES partners. This form should include a survey about the Community of practice approach used during the peer review programme (Deliverable 6.6).
- Phone/online qualitative interviews, using a semi-structured approach, with UNITES partners.x
**Reporting and monitoring phase**:
The evaluation findings will be compiled in a report and presented during an online call with the UNITES Senior project coordinator.
The report will include the findings of the impact assessment, including key examples of demonstrated impact on cities integration policies, and also feature an analysis of the key methodological findings and recommendations on how to make such transfer knowledge initiatives more effective for the future.
**Background**:
Led by Eurocities, UNITES (UrbaN InTEgration Strategies through co-design) trains and accompanies local authorities to co-design integration strategies with other stakeholders and migrants.
UNITES aims to:
- improve integration outcomes by co-designing integration strategies with stakeholders, citizens and vulnerable migrants
- train integration practitioners in managing co-design processes through different forms of learning and exchange of good practices
- foster the participation of citizens, including migrants but also vulnerable migrants in the co-design of integration strategy
- raise awareness on the advantages of a “whole of society approach” to integration.
In a first stage, UNITES developed training on co-designing integration strategies, incorporating research on best practices across Europe. A pilot version of the training was conducted with staff from the 8 cities participating in the project. The training was then developed into an open access online course (MOOC) for integration practitioners outside the project.
In a second stage, the 8 city partners received a grant to set up a new mechanism for stakeholder consultation and develop their local integration strategy through co-design with stakeholders and migrants. In planning and implementing their actions, they are receiving guidance from colleagues from other cities and migrant organisations in peer workshops and peer visits to each city.
**Selection criteria**:
- Professional profile (CV, publications): Weight - 60%. Academic and/or professional curriculum in relation to the tasks to be performed. Eurocities will evaluate the offers received based on the Curriculum Vitae and any other documents provided.
- Evaluation framework proposal: Weight - 40%. Eurocities will evaluate the scientific quality, concept, originality and relevance of the proposed evaluation framework, and also the quality of the research methodology and feasibility.
- Experience in impact assessment and evaluation of European projects in urban issues, employment and social fields will be an asset.
