Situering:
Onze klant is een overheidsbedrijf die inzet op een vernieuwende aanpak én technologieën om een belangrijke maatschappelijke rol te vervullen. De functie maakt deel uit van de afdeling procurement van het finance departement, waar ze instaan voor het aanleveren van onberispelijke professionele contracten. In deze functie ben je verantwoordelijk voor het definiëren en optimaliseren van het algemene kader van het Source-to-Contract aankoopproces (tactical sourcing en strategic sourcing), in lijn met de procurement business vereisten en in lijn met externe en interne regelgeving.
Jouw taken als Procurement Process Specialist
- Je bepaalt en ontwikkelt het ISO-kader voor het plaatsen en uitvoeren van overheidsopdrachten (processen, procedures, instructies,...) om een zo lean mogelijk kader te garanderen en te zorgen voor goed bestuur op het gebied van aankopen.
- Je stelt de nodige ondersteunende aankoopdocumenten op (templates, modellen, checklists, enz.) en werkt ze in nauw overleg met de stakeholders (Legal, ICT, enz.) bij.
- Je communiceert hier duidelijk over en zorgt voor een gestandaardiseerde aanpak om de efficiëntie te verhogen en de naleving van de regels tijdens het aankoopproces te vergemakkelijken, en om de terugkoppeling door de beheerders van de aankoopdossiers te bevorderen.
- Je bent de SPOC ten opzichte van de entiteit Legal, centraliseert alle juridische zaken en zorgt voor follow-up. Je verwerkt nieuwe informatie en zorgt ervoor dat juridische ontwikkelingen correct worden vertaald in processen en procedures om het operationele kader voortdurend te verbeteren.
- Je informeert de verschillende interne stakeholders over de nodige aanpassingen en coördineert met hen de bijwerking van de technische bepalingen van het bestek en/of de raamovereenkomsten om de deugdelijkheid van de contracten te garanderen.
- Je houdt je voortdurend op de hoogte van de evoluties en ontwikkelingen in je vakgebied. Je bouwt kennis op over de activiteiten van je eigen entiteit en hebt aandacht voor alle relevante informatie om zo je eigen geloofwaardigheid te versterken via een dienstverlening die permanent gebaseerd is op up-to-date kennis en om te anticiperen op marktontwikkelingen.
- Je hebt een masterdiploma of gelijkwaardig door ervaring.
- Je hebt ten minste 5 jaar ervaring op het vlak van procurement, bij voorkeur in grote organisaties.
- Je spreekt vlot Nederlands of Frans en hebt een hebt een goede basiskennis van het Engels.
- Kennis van de aankoopmodule in SAP (ARIBA) en/of kennis van PowerBI is een troef.
- Je bent vertrouwd met de wetgeving op overheidsopdrachten of bent bereid je in deze materie te verdiepen.
- Je bent vertrouwd met het LEAN-concept of een gelijkwaardige methodologie.
- Je anticipeert op middellange en lange termijn op opportuniteiten en problemen voor het project en/of het bedrijf en onderneemt passende acties.
- Je legt de meest complexe situaties of informatie op een bevattelijke manier uit.
- Je doet het nodige om kennis en vaardigheden in je eigen vakgebied op te bouwen.
