Expert in Smart Meter Deployment Strategy

This is a full-time assignment, estimated to last a minimum of 6 months (renewable), ideally starting on October 1.
In consultation with the manager, part of the assignment can be carried out from home, but a minimum presence of 2 days per week on the Gosselies site is mandatory. Additional days of on-site presence may be requested from the consultant, depending on the needs of the department (on an ad hoc basis). As the Gosselies site is not easily accessible by public transport, a driving license and a vehicle are required for travel.
**Mission context**
To cope with the accelerated deployment of smart meters in Wallonia between now and 2030, the client is looking for an expert in the energy sector to help us define a new smart meter deployment strategy.
This accelerated rollout is designed to better prepare us for the energy transition, as the smart meter is a key device enabling us to offer high value-added customer services.
**Main tasks**
As a smart meter deployment expert, you will play a key role in defining and proposing an effective smart meter deployment strategy.
Your mission will be to describe the deployment strategy, based on business processes and executed by an organization to be defined, with the aim of increasing the pace of deployment, maximizing customer benefits and optimizing resource requirements.
You will work in the Enterprise Architecture team belonging to the Transformation department. You will collaborate with the Network and Market Foresight team, as well as with the Network and Market Departments.
Your deliverable will present a new deployment strategy that aims to:
- Detail a yearly deployment rhythm that respects the objectives of the Walloon region.
- Describe how the current organization will have to evolve to cope with the annual pace of the number of meters to be deployed over 7 years. This organization could be based on an internal structure and/or a network of contractors. The deployment strategy should describe how activities will be divided between the in-house organization and activities outsourced to contractors.
- Propose different possible deployment scenarios and the chosen grid (by neighborhood, by customer segment, by network section, etc.), with associated risk analyses and proposals for mitigating these risks.
- In connection with the choice to outsource all or part of the deployment activities, define the different strategies for planning interventions on the customer's premises and set out the advantages and disadvantages of these strategies: voluntary, incentive, total delegation to the contractor, etc.
- These scenarios will have to describe the constraints linked to the deployment of meters: how the supply chain will be able to respond to the influx of meter deployment, how contractors in the Walloon market will be able to respond to demand...
The expert will propose to the client key metrics (quantitative and qualitative) to measure the adequacy of the meter deployment to the ambitions of the Walloon region and also help us monitor all future phases of the deployment.
