SHAPE is looking for a Senior Analyst to be responsible for the development, implementation, and direction of Information and Knowledge Management (IKM) policies and procedures across ACO in support to Allied Operations Exercises and Missions, including procurement from NATO Agencies.
**GENERAL BACKGROUND**:
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

**POST CONTEXT/POST SUMMARY**
The Management Directorate (MGT) primary focus is to provide all the necessary staffing and real-life support functions to enable SHAPE to deliver its critical outputs as a Strategic Military HQ. The Directorate acts as the HQ’s conduit to member nations (through NMRs) and to host nation authorities.
The Information Management and Resilience Branch (IMR) provides the information management and staffing tools, directives and processes necessary for the efficient functioning and resilience of SHAPE as a Military Strategic HQ.
The Information and Knowledge Management Section (IKM) provides the tools and policy guidance necessary to ensure the effective management and exploitation of both information (and knowledge) as a corporate resource within SHAPE and across ACO.
The Information and Knowledge Management (IKM) Section is responsible to IMR Branch Head for ACO and SHAPE IKM policy development, IKM requirements and process analysis, and IM project development and implementation (in close coordination with ACT and NATO HQ). It manages the functional administration services for IKM tools and ensures the implementation of IKM best practices. It is responsible for the management of individual and collective training on IKM tools and processes at SHAPE, and supports IMR Branch Head in his role as the Training Authority for IKM courses at the NATO School Oberammergau. It also coordinates induction training for all new SHAPE members.
The Senior Analyst is responsible for the development, implementation, and direction of Information and Knowledge Management (IKM) policies and procedures across ACO and the direction of initial staff training within SHAPE that deliver the portfolio of current SHAPE IKM systems whilst maintaining close liaison with NCIA and Industry, and providing functional administration of the SHAPE IKM tools
**PRINCIPAL DUTIES**
The incumbent's duties are:
- Responsible for managing the effective performance of two OF3 Military Staff Officers who are responsible for the development and implementation of BiSC and ACO policies relating to IKM, across all ACO commands.
- Direct the development and implementation of IKM policies for ACO in accordance with NATO policy and direction.
- Gather user requirements from across ACO to maximize the benefits available from current and future information management technologies.
- Prepare and contribute to the development of NATO IKM policies as ACO representative to NATO Information Management Advisory Group, under the authority of the NATO C3 Board.
- Analyze current staffing and workflow processes and identify areas for improvement, ensuring the implementation of such improvements.
- Responsible for ensuring that strategic risks to the achievement of CG priorities are managed in accordance with ACO Enterprise Risk Management framework.
- Monitor and advise ACO headquarters on matters relating to information management policy implementation.
- Direct the provision of initial staff training for SHAPE personnel and ensure its compliance with IKM policy.
- Perform ad-hoc analyses and provide staff papers and drafts to the SHAPE CG.
- Direct the functional activity of the SHAPE Registry.
- Direct the development and implementation of policy relating to records and archival management across ACO in coordination with the NATO Archivist.
- Represent ACO as a member of the NATO Archives Committee.
- Develop principles, direction and guidance for continuous global knowledge strategic awareness.
- Establish the generic requirements to produce dynamic and comprehensive situational understanding in support of planning, execution and assessment of operations.
- Review existing policies within SHAPE relating to the lifecycle of information, from planning, through creation to eventual disposition.
- Identify current practices that would benefit from workflow and initiate projects accordingly.
