Role Overview

We are looking for an experienced Senior Business Analyst to support a major business transformation and digitalization program within a Belgian public-sector environment.

The role focuses on analyzing, structuring and formalizing complex business needs, particularly around core business processes, service delivery, payment-related processes and digitalization initiatives.

In addition to delivering hands-on business analysis, the consultant will act as a senior reference for Business Analysis practices, helping establish standards, develop internal capabilities, coach subject-matter experts and progressively build a sustainable internal Business Analyst function.

The position requires close collaboration with Business, IT, PMO, Strategy and Management teams.

Key Responsibilities

Business Analysis & Requirements

• Gather, analyze, structure and challenge stakeholder requirements.
• Analyze AS-IS business processes and identify opportunities for efficiency, quality, simplification and automation.
• Define and document TO-BE processes and business requirements.
• Translate business needs into clear functional and non-functional requirements, user stories, specifications and acceptance criteria.
• Ensure alignment between business requirements, IT constraints and strategic objectives.
• Support prioritization of requirements and transformation initiatives.
• Maintain requirements consistency, quality and traceability throughout the delivery lifecycle.
• Contribute to solution validation, testing, acceptance and production deployment.
• Support initiatives from initial business need through implementation.

Business Analysis Practice & Governance

• Define and promote Business Analysis standards, methodologies, templates and tools.
• Introduce pragmatic and Agile BA practices adapted to the organization's maturity and environment.
• Establish governance around the quality, consistency and traceability of business analyses.
• Improve the overall maturity and effectiveness of the Business Analysis function.
• Balance methodological rigor with practical delivery requirements.

Coaching & Capability Building

A significant part of the assignment involves developing sustainable internal Business Analysis capability.

The Senior Business Analyst will:

• Coach and mentor internal employees and subject-matter experts transitioning toward Business Analyst responsibilities.
• Train colleagues in requirements analysis, process analysis, modeling and related BA techniques.
• Establish mentoring, feedback and knowledge-sharing mechanisms.
• Ensure progressive knowledge and skills transfer to internal teams.
• Help develop an autonomous and sustainable internal Business Analyst community/team.

Stakeholder Management & Collaboration

• Act as a bridge between Business, IT, PMO, Strategy and project teams.
• Facilitate requirements gathering, process analysis, solution-framing and validation workshops.
• Challenge requirements constructively and resolve ambiguity.
• Identify and manage dependencies between transformation initiatives.
• Support resolution of issues relating to business requirements and solution understanding.
• Participate in relevant project and governance forums.
• Communicate complex business requirements clearly to both technical and non-technical stakeholders.

Required Experience & Skills

The successful candidate should demonstrate:

• Expert-level Business Analysis & Requirements Management experience.
• Proven experience as a Senior/Lead Business Analyst within complex transformation or digitalization programs.
• Strong experience with business process analysis, requirements elicitation, requirements management and process/functional modeling.
• Ability to translate complex business needs into structured and actionable requirements.
• Experience producing user stories, functional specifications, acceptance criteria and process documentation.
• Strong stakeholder management and workshop-facilitation experience.
• Expert-level experience coaching, mentoring and/or training employees.
• Experience establishing or improving Business Analysis methods, standards, governance or ways of working.
