RELYzIT Talent is seeking an elite Enterprise Architect (ICT-Architect Expert) for a high-impact freelance assignment with our client in Brussels. Why This Role Matters
Our client is building OmgevingOS, a modular, federative platform designed to revolutionize the permitting and advisory chain. This role is pivotal in translating vision into actionable architecture, ensuring coherence, interoperability, and future-readiness across a complex ecosystem involving 15 policy entities. Your work will drive efficiency, predictability, and legal robustness, shifting the paradigm from reactive to proactive digital governance. The stakes are high: your architecture will be the backbone of a solution-focused, data-driven environment that sets new standards for public sector innovation.
What You’ll Be Doing
- Designing and maintaining the reference architecture for OmgevingOS, ensuring alignment between existing systems and future building blocks.
- Defining and governing architecture principles, standards, and best practices across a federative data hub and modular platform clusters.
- Driving coherence, reuse, and interoperability within a diverse ecosystem of autonomous organizations.
- Translating strategic vision into actionable program architecture, including project definitions, sourcing, procurement, and phased roadmaps.
- Developing and documenting architecture decisions in complex, multi-entity governance contexts.
- Facilitating business-IT alignment at the strategic level, ensuring that architecture supports both operational and policy objectives.
- Collaborating with business analysts, solution architects, service designers, and strategists to deliver a robust, future-proof platform.
- Establishing architecture governance, knowledge-sharing forums, and steering committee mandates to ensure sustainable program delivery.
- Championing modular building blocks and capabilities thinking to enable scalable, adaptable solutions.
- Ensuring the platform supports data-driven pre-phase processes, AI advisory support, permitting registers, and structured data exchange.
What We’re Looking For
- Proven expertise as an Enterprise Architect or specialist architect in domains such as networking, security, server infrastructure, application architecture, ERP, ECM platforms, or Data warehouse/BI.
- Extensive experience making architecture decisions in public sector or complex governance environments.
- Deep knowledge of digital platform architectures, especially non-monolithic and federative models.
- Strong background in ecosystem integration across autonomous organizations.
- Mastery of modeling techniques and tools: Archimate, TOGAF, UML, Sparx EA.
- Demonstrated ability to align business and IT at a strategic level, driving impactful outcomes.
- Expertise in architectural principles, reference architectures, and modular building blocks/capabilities thinking.
- Solid understanding of business processes and project management facets (costs, timing, coordination, planning, estimates).
- Experience with architecture governance, knowledge-sharing, and multi-stakeholder collaboration.
- Ownership mindset, proactive problem-solving, and a passion for building future-ready solutions.
Technical Skills & Requirements
- Expert-level experience as an Enterprise Architect or specialist architect in at least one domain (infrastructure, application, security, data, process).
- Demonstrable experience with architecture in public/complex governance contexts.
- Proven track record with digital, non-monolithic platform architectures.
- Experience integrating ecosystems across autonomous organizations (Senior level).
- Advanced proficiency in modeling techniques: Archimate, TOGAF, UML, Sparx EA.
- Strategic business-IT alignment experience.
- Expertise in architectural principles, reference architectures, and modular building blocks.
- Comprehensive understanding of business processes and project management (costs, timing, coordination, planning, estimates).
- Knowledge of all architecture domains, with specialist expertise in at least one.
Language Proficiency
- Fluency in Dutch at European CEFR level C2 is mandatory.
Other Requirements
- Experience working in multi-entity, federative, or public sector environments is highly valued.
- Familiarity with Agile, Scrum, or similar project frameworks is a plus.
- Strong communication and stakeholder management skills.
- Ability to work collaboratively in a multidisciplinary team.
