Delivery Governance & Process Manager

About the role

We are looking for a Delivery Governance & Process Manager to strengthen a Standards & Methods function within a large-scale technology delivery environment.

The role focuses on turning strategic direction, delivery experience and stakeholder input into clear, practical and measurable standards, processes, governance frameworks and reusable delivery assets.

This is a hands-on role for someone who can move comfortably between strategy and execution. You will help design and evolve the delivery operating model, formalise ways of working, establish governance mechanisms and create measurable feedback loops to improve delivery performance.

This is not a traditional Agile Coach role. The focus is on designing, implementing, documenting and continuously improving the delivery system.

Your responsibilities

  • Translate strategic priorities and delivery experience into practical delivery standards, methods and governance frameworks.

  • Develop and maintain a coherent Product Operating Model and common delivery ways of working.

  • Design and document standards, procedures, playbooks, templates, workflows and decision frameworks.

  • Support the evolution of Scaled Agile and cross-team delivery mechanisms.

  • Establish and improve delivery performance and measurement frameworks.

  • Define and monitor SLA/OLA governance and create effective feedback loops around service performance.

  • Coordinate dependencies between the Product Operating Model, Agile at Scale and delivery metrics.

  • Identify gaps, overlaps and inconsistencies across existing processes and ways of working.

  • Drive improvement initiatives from initial concept through implementation and adoption.

  • Follow up actions, decisions and dependencies with relevant stakeholders to ensure topics are brought to closure.

  • Support workforce, sourcing and external service-request decisions through clear processes and governance.

  • Develop reusable and maintainable operational assets that can be understood and adopted by delivery teams.

  • Continuously assess whether standards are being adopted and whether they are delivering the intended business and operational outcomes.

  • Balance standardisation and governance with the practical realities of delivery teams and different organisational contexts.

Your profile

We are looking for a pragmatic, hands-on delivery governance and operational excellence specialist who combines strategic thinking with strong execution capabilities.

You have:

  • At least 3 years of practical experience in Delivery Enablement, a Transformation Office, PMO, operational excellence or a similar function focused on implementing and improving ways of working.

  • Demonstrated experience creating, maintaining and improving standards, processes, procedures, methods and governance frameworks.

  • Experience translating strategic initiatives and concepts into practical processes, workflows, templates and operational tools.

  • Experience working in Agile and scaled delivery environments, for example as an Agile Lead, Release Train Engineer (RTE), Delivery Lead, Transformation Lead or similar.

  • Strong experience with delivery governance, operating models and organisational ways of working.

  • Excellent documentation skills, with the ability to produce clear and usable standards, procedures, playbooks and governance materials.

  • Strong analytical skills and an ability to identify process gaps, dependencies and improvement opportunities.

  • Experience defining and using metrics to measure adoption, delivery performance and operational outcomes.

  • Strong stakeholder management and communication skills.

This role is not for you if...

This position is not primarily suited to:

  • A generalist Agile Coach whose experience is mainly focused on facilitating ceremonies or coaching individual teams.

  • A framework-driven consultant who prioritises methodology over practical business outcomes.

  • Someone who primarily develops concepts or governance models but has limited experience implementing them.

  • A profile focused mainly on theoretical process design without measurable operational results.

Languages

  • Strong professional English is required.

  • Knowledge of Dutch and/or French is an advantage.

On-site presence: 2 days per week by default
