Developer GIS

• We are looking for a developer expert with knowledge of GIS within the Data Integration Applications team. As a developer expert, you will join an agile scrum team and you will mainly be responsible for the technical implementation of user stories, evolutionary maintenance and operational management of the software.
   

• Proven experience in development of the based applications
• Proven experience in leading a development team and coaching developers.
• Be able to perform demonstrable experience in programming assignments very smoothly: coding, testing and debugging.
• Demonstrable knowledge and experience of Agile development methodology, in which a leading role can be taken.
• Language requirement: Dutch at European CEFR - level C2.

Business Context:

• You will be part of the Data Integration sub-team within the Data Platform department of Client.
• Through the tools and APIs that the team develops, we unburden partners in connecting, publishing and managing data. We ensure that these tools are used sustainably and in a safe and standardized manner.
• On the central data exchange platform, we offer both open and closed government data. This data is made available in a uniform, standardized, reliable, secure manner and in accordance with the legislation, applying the principles of data security and information classification.
• We act as a reliable partner to ensure the continuity and quality of data exchange.
• As a Developer Expert, you will work on an IT architecture with a specific geographical component. You will contribute to the development, optimization and management of software components, databases and infrastructure. You are responsible for the technical support of internal and external customers. Together with the other members of the team, you are responsible for operational support.
• You will join the "Data integration services" team and work together with experts in the field of data management, data transformation and IT architects within Client, where as a Developer Expert you will help shape a framework for offering geographical APIs and monitoring the functionality, scalability and manageability of the system.
• The team mainly works from the VAC in Ghent (Virginie Loveling). From time to time we travel to the VAC in Brussels (Herman Teirlinck)

Your position:

• As a Developer Expert, you are responsible for the technical implementation of the process in which geographical APIs are offered. These APIs are integrated into applications of governments, (utility) companies, GIS specialists. You develop new services. You optimize both these new and existing services in function of use, while also keeping an eye on the input data and architecture components. In addition, you will support the team in automating the configuration of the APIs and the deployment processes. You will contribute to the documentation of all this. You have knowledge of geographical data and their special aspects.
• You regularly report the progress to the team, the product owner and your team lead. You proactively identify oppoTo improve the operation and you actively participate in optimization and renewal projects. You have experience with Agile project operation.

Your profile:

• Higher education (master) with technical or engineering background, or equivalent through experience.
• Demonstrable experience of at least 9 years as a Developer Expert or similar. This is specifically for the development of data-driven web applications and APIs.
• You have experience with database technology and its optimization.
• Experience with geographic data and applications.
• You can sink your teeth into coming up with solutions and don't give up until you have found a structural solution that makes the systems better, faster, more reliable and more scalable.
• You are a team player and you are not afraid to defend your solutions with the necessary argumentation. You take a critical look at the supplied use cases from a technical point of view and communicate with other teams, customers and users if necessary.

Technical competencies:

• Skill in making technical analyses based on input from functional and business analysts.
• Knowledge of database technology (MS SQL server, Postgres) and optimizing SQL queries (query plans, indexes).
• Knowledge of technologies such as .NET Framework, OpenAPI, Powershell, XML, YAML.
• Experience with geographic information systems and geographic concepts (projection systems, ECQL, GML, Geojson, WKT...).
• Knowledge of GIS solutions such as ESRI ARCGIS products, Geoserver and OSGeo related products ...
• Interest in standardization and knowledge of specific geographical standards such as OGC specifications
• Knowledge of Azure and cloud computing is an added value.
• Knowledge of cloud computing and specifically Microsoft Azure Cloud is a plus.
