About the Role

RELYzIT Talent is seeking a Senior Enterprise Architect (freelance) to lead a high-impact, strategic mission for our client in Brussels. You will drive a pivotal Build vs Buy analysis for next-generation CRM and business platforms, shaping the digital backbone of a major public sector organization. Your expertise will directly influence technology choices that affect thousands of users and the future of public service delivery. This is a freelance assignment, estimated at 2 months (approx. 30 days), with partial remote flexibility.

Why This Role Matters

Our client is at a critical crossroads: modernizing core IT applications and processes that underpin association management, approvals, inspections, and subsidies. Your mission is to consolidate extensive prior studies and deliver a decisive, objective comparison of three strategic scenarios: Salesforce Public Sector Solutions, Microsoft Dynamics 365/Power Platform, and custom development. The outcome will empower executive decision-makers to select the optimal path for digital transformation, operational efficiency, and regional collaboration.

What You’ll Be Doing

• Lead a comprehensive comparative analysis of CRM and business platform solutions, leveraging existing studies and business requirements.
• Develop a detailed Fit-Gap matrix for Salesforce, Microsoft Dynamics 365/Power Platform, and custom development, mapping each solution’s coverage of documented requirements.
• Analyze and compare target architectures for each scenario, addressing components, hosting, identity management, security, integrations, governance, operations, support, and future scalability.
• Conduct a robust economic analysis, including investment and recurring costs, TCO over 5 and 10 years, and clearly documented assumptions.
• Establish realistic implementation roadmaps for each scenario, detailing phases, durations, workloads, dependencies, resources, and transition criteria.
• Identify and assess key risks for each solution, including implementation, skills availability, long-term maintenance, licensing, integrations, security, GDPR, NIS2, reversibility, and vendor dependency.
• Evaluate the value and constraints of regional mutualization versus a COCOF-specific solution, considering financial, organizational, and operational impacts.
• Produce a comprehensive, decision-support report with executive summary, enabling clear comparison and informed decision-making by senior management.
• Present findings and recommendations to the client’s Management Committee.

What We’re Looking For

• Proven expertise in Enterprise and Solution Architecture, with a strong track record in public sector digital transformation.
• Deep experience with CRM platforms, especially Salesforce and Microsoft Dynamics 365/Power Platform.
• Demonstrated ability to lead Build vs Buy analyses, including custom solution evaluation, workload estimation, maintainability, and reversibility.
• Strategic thinker with hands-on skills in business case development, TCO/ROI analysis, Fit-Gap analysis, and risk management.
• Strong project governance, change management, and decision-support documentation skills.
• Builder mindset: ownership, autonomy, and a drive to deliver actionable, high-impact outcomes.
• Experience working with multidisciplinary teams and engaging with executive stakeholders.
