Our client’s Automated Biometric Identification System (ABIS) program is at the heart of this evolution, replacing legacy systems with advanced, scalable solutions for fingerprint and facial recognition. As Project Manager, you will orchestrate the delivery of these next-generation capabilities, ensuring seamless integration, robust data security, and operational efficiency. Your leadership will directly influence the reliability of justice, the safety of communities, and the future-readiness of national infrastructure.

What You’ll Be Doing

• Lead and coordinate the end-to-end development, integration, and deployment of biometric and identity management applications.
• Supervise and align internal and external development teams, ensuring consistent delivery across all project streams.
• Drive the modernization of the national digital photo library and biometric data platforms, overseeing both technical and functional progress.
• Ensure interoperability between new and existing police information systems, including case management, legal files, and international reporting.
• Act as the operational interface with external solution providers, particularly for fingerprint and facial expertise platforms.
• Consolidate and manage project schedules, milestones, and dependencies, proactively identifying and mitigating risks or delays.
• Produce clear, actionable reporting and dashboards for stakeholders and leadership.
• Collaborate closely with technical architects to ensure adherence to architectural principles, technical standards, and organizational guidelines.
• Champion quality assurance, testing, and acceptance processes in partnership with management and functional leads.
• Foster a collaborative, high-performance culture, uniting diverse stakeholders and building strong networks across technical, management, and client domains.
• Adapt management style to team dynamics, ensuring the right talent is matched to the right challenges.
• Maintain a user-centric approach, balancing operational priorities with real-world needs and user experience.

• Proven expertise in project management within complex, multi-stakeholder environments.
• Demonstrated leadership in coordinating cross-functional teams and external partners.
• Strong ownership mindset, with the ability to drive outcomes, anticipate challenges, and adapt to evolving priorities.
• Exceptional communication skills, able to translate technical concepts for diverse audiences and maintain clarity under pressure.
• Analytical thinker with a cross-functional vision, integrating technical, human, and organizational perspectives into decision-making.
• Empathy, perseverance, and the ability to unite and motivate heterogeneous teams.
• Initiative-driven, proactive in identifying opportunities and resolving issues before they escalate.
• Experience in public sector, police, or justice environments is a significant asset.

Technical Skills

• Service-oriented and Event-Driven Architecture (Confirmed)
• Deep knowledge of information systems, architecture, business applications, and integration (Confirmed)
• Expertise in project management methodologies, including Agile, Scrum, and DevOps
• Hands-on experience with GitLab, JIRA, Open Project, SharePoint, and Microsoft Teams
• Comprehensive understanding of the application lifecycle, from development to production
• Proven ability in managing software testing, validation, and acceptance processes
• Multi-stakeholder program management (Confirmed)

Language Proficiency

• Fluency in English and at least one of Belgium’s national languages (Dutch or French) is required
• Active knowledge of one national language and passive knowledge of the other is a strong advantage

Other Requirements

• Freelance contract with partial remote flexibility
• Ability to work effectively with technical architects and adhere to defined architecture standards
• Experience in public procurement and quality process establishment is a plus
