The purpose of the contract is to highlight and communicate on EU’s role in the world (EC priority "A global Europe") and specifically on the priorities under the EU’s International Partnerships portfolio.
CONTRACT OBJECTIVE
DG International Partnerships (INTPA) communicates globally about the work of EU in partner countries and on global stage. DG INTPA’s communication challenge is that public awareness of the EU’s leading role in this field remains low.
Set within the EU’s policy frame, INTPA must be a global communicator; a campaign-driven, storytelling organisation with proactive outreach. This requires strong presence both in the EU and in our partner countries.
In order to reinforce EC's communication and priority for "A global Europe", DG INTPA’s Political Strategy and Communication Unit (INTPA.02) needs support for the coordination and implementation of the Global Gateway showcasing digital experience / exhibition during the Global Gateway Forum 2027. For that purpose, a proficient Portfolio manager is required.
TASKS/REQUIRED SERVICES
The service provider will work in closest possible collaboration with the Political Strategy and Communication unit to deliver on the communication projects covering INTPA/EC priorities as well as programmes within the financing cycles (2021 – 2027; 2028 – 2034). Different projects and services will be aiming at a large spectrum of audiences
- both specific (e.g., journalists, stakeholders) and general (e.g., development community, young people) in the EU and in partner countries. In exceptional cases, some overtime/working on the weekends will be needed. In such cases, a contingency budget has been foreseen. DESCRIPTION OF THE TASKS Nature of the tasks
• Support the coordination and implementation of the Global Gateway showcasing digital experience / exhibition.
• Liaise with colleagues within the Directorate-General, other Commission services, EU Delegations and external partners in order to request, collect and follow up on the submission of relevant content and supporting materials.
• Receive, register, review and screen submitted materials, including texts, photographs, videos and other communication assets.
• Assess the relevance, completeness, thematic fit and technical quality of submitted materials against the applicable editorial and communication criteria.
• Rewrite, edit and adapt texts in English in line with EU institutional communication standards, editorial guidelines and project-specific requirements.
• Review photos, videos and other audiovisual materials to ensure their suitability in terms of theme, quality, format and usability for the final digital product.
• Verify that content can be used in compliance with applicable copyright, licensing, attribution and reuse requirements.
• Organise, structure and upload content in the relevant digital environment and/or content management system (CMS), ensuring consistency, completeness and correct categorisation.
• Contribute to the preparation of a coherent and user-oriented digital experience, including the structuring of content by project, region, theme or other relevant criteria.
• Carry out quality control checks before publication or integration into the final product.
• Perform functional, editorial and usability testing of the final digital experience / exhibition, including checks on navigation, display, links, content rendering and overall user experience.
• Identify issues, inconsistencies or missing elements and follow up with the relevant stakeholders to ensure timely corrections.
• Report on progress, risks, bottlenecks and outstanding issues affecting delivery.
• Contribute to the validation and acceptance process of the final product. Knowledge and skills
• Proven experience in digital content coordination, editorial support, online communication, web publishing or similar assignments.
• Excellent drafting, editing and rewriting skills in English, including the ability to adapt content to institutional and communication requirements.
• Strong stakeholder coordination skills and the ability to work effectively with multiple contributors in a complex institutional environment.
• Good understanding of the review and selection of multimedia content, including text, photography and video.
• Good knowledge of copyright, licensing, permissions, attribution requirements and good practices related to the use of communication and audiovisual materials.
• Good command of standard office software, in particular the Microsoft Office suite, with strong practical knowledge of Excel.
• Experience in the use of content management systems (CMS) and digital publishing tools.
• Experience in quality control, testing and validation of digital products, websites or online experiences.
• Good understanding of user experience considerations in digital communication products.
• Familiarity with Artificial Intelligence tools and a proactive attitude towards identifying innovative and efficient ways of using them in content-related workflows.
• Strong organisational skills, attention to detail, problem-solving capacity and the ability to work autonomously.
• Service-oriented approach and focus on quality of deliverables.
