For every child, the right to a Future The ECAMENA Regional Office leverages expertise and scale across a diverse and rapidly evolving region that is playing an increasingly important role in shaping global agendas on the realization of child rights, human capital, migration, climate, equity, and digital transformation. It supports the achievement of UNICEF’s Strategic Plan results in the context of rising needs and constrained resources. The region encompasses all country typologies, including high-income, middle-income, and low-income contexts, as well as fragile and conflict-affected settings, each with distinct development trajectories and policy drivers. This requires differentiated approaches, agile business models, strategic partnerships, and strengthened risk management. The region is further shaped by ongoing challenges such as conflict, migration, economic volatility, and varying degrees of political openness and reform. This position forms part of the ECAMENA Regional Office Advocacy and Communication function and supports the delivery of strategic communication, visibility, media, and public engagement priorities linked to the ECAMENA region from the outpost in Brussels. Under the supervision of the Regional Chief of Advocacy & Communication (P-5), the Communication Manager (P-4) supports and drives the implementation of strategic communication and advocacy, media engagement, and public positioning efforts in assigned areas of responsibility to strengthen UNICEF’s credibility, influence, and visibility across priority audiences. The role is responsible for shaping and delivering communication and advocacy approaches that support high-level external engagement, donor visibility, resource mobilization, and partnership-related communications, including communication requirements associated with Brussels-based regional commitments and engagement, alongside the ECAMENA partnerships team, fostering timely coordination and collaboration with PPD, PFP, DGCA and National Committees on common priorities, and ensure support for COs. In doing so, the post helps reinforce coherent regional narratives and action plans, support strategic external engagement, strengthen communication support linked to institutional visibility, humanitarian diplomacy, NatComs engagement, donor and diplomatic audiences, and contribute to evidence-informed communication, advocacy, and public positioning in line with the ECAMENA operating model. Education:
An Advanced university degree (Master's Degree or equivalent) in Communication, Journalism, Public Relations is required.  A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree. This is applicable to internal (FT, Continuing and Permanent) staff only.

Experience:
At least eight (8) years of progressively responsible and relevant professional work experience in communication, advocacy, print, broadcast, and/or new media is required. Experience in developing and implementing strategic communication and advocacy, visibility, media, and public engagement approaches in support of organizational positioning and priorities is required. Experience in developing and implementing communication and advocacy strategies and action plans in support of organizational priorities is required. Experience in media engagement and in using traditional, digital, and social media channels to engage public and institutional audiences is required.  Experience in developing communication and advocacy products, narratives, and content for external audiences, including public, donor, diplomatic, or institutional stakeholders, is required.

* Experience in monitoring communication performance, audience engagement, and the effectiveness of communication approaches and products is desirable. 
* Experience in building and maintaining networks of stakeholders, including media, partners, and other external actors, is desirable.
* Experience working in a regional, multi-country, or international setting is desirable.
*  Experience engaging with donor, diplomatic, or other institutional audiences is an asset. 
* Knowledge of children’s rights, public policy, international development, humanitarian diplomacy, and humanitarian issues is desirable. 
* Experience working in developing and emergency contexts is an asset.
