Context and project Within the IT department of a public organisation, the role covers the audit and transformation of a large application landscape. The purpose is to provide independent expertise: assess the robustness, relevance and sustainability of existing or future solutions, control technical debt and architectural risks, and inform investment and transformation decisions. Realistic, controlled trajectories are defined to improve resilience, performance, security, maintainability, operability and scalability. The role acts as a reference for management, architects, programme managers, business teams, technical teams and external partners. Responsibilities
• Carry out technical and architectural audits of existing solutions, solutions under development or solutions proposed by providers.
• Produce objective diagnostics on technical debt, critical dependencies, structural limits, performance, resilience, security, maintainability and operability.
• Assess the alignment of architectures with business objectives, regulatory constraints and the organisation's architecture principles.
• Identify and prioritise architectural risks and their business, technical, budgetary and operational impacts.
• Define target architectures, transformation scenarios and migration or modernisation trajectories.
• Carry out impact, opportunity and risk analyses to support governance decisions.
• Challenge the choices and estimates proposed by external providers.
• Lead or contribute to architecture reviews and formalise decisions, conditions, reservations and action plans.
• Support teams in implementing recommendations and verify that they are actually applied.
• Measure results and adapt recommendations when findings, constraints or priorities change.
• Contribute to the analysis of complex technical incidents when their causes may be architectural.
• Present options, trade-offs, risks, costs and consequences clearly to facilitate decisions. Expected deliverables
• Audit and architecture diagnostic reports (findings, evidence, risks, prioritised recommendations).
• Maps of components, flows, dependencies, obsolescence and risks.
• Existing and target architecture documentation.
• Comparative transformation scenarios and decision-support files.
• Modernisation roadmaps, migration trajectories and technical debt reduction plans.
• Documented architecture decisions, technical opinions and review minutes.
• Action plans with priorities, responsibilities, success conditions and verification criteria. Profile Education and experience
• Master's degree in computer science or equivalent professional experience.
• At least ten years of relevant experience in application architecture, including several years in audit, transformation or architecture governance. (Senior Role)
• At least three significant missions in architecture audit, technical debt diagnostics or transformation of complex systems.
• Proven experience in defining modernisation trajectories and presenting them to decision bodies.
• Experience in challenging providers, evaluating solutions and following up on recommendations.
• Experience in a public or regulated environment, or one of comparable complexity. Technical skills Required
