Location:
Mainly remote (with possible occasional on-site presence in Brussels) 🌍 Environment: European Institutions and international stakeholders. Responsibilities include:
• Planning, executing and delivering enhancements and new functionalities, coordinating stakeholders, risks, budget, planning and reporting.
• Act as Product Owner in a PM² Agile/Scrum environment: backlog prioritisation, definition of user stories and acceptance criteria, sprint planning and validation of deliverables. Minimum Requirements ✅ Must-Have
Requirements:
• EQF Level 7 qualification (Master’s degree or equivalent) and 10 years of IT professional experience, or Bachelor’s degree (EQF 6) and 12 years of IT experience.
• English B2 level or higher.
• At least 7 years as a Product Owner, eliciting requirements from legal documents.
• At least 5 years managing IT projects, including planning, financial modelling, budgeting, forecasting and performance tracking.
• At least 8 years using project management tools such as JIRA or Microsoft Project.
• At least 7 years in analysis using use case specifications or user stories, including at least 5 years producing user stories.
• At least 10 years in software development projects.
• At least 4 years managing projects using the PM² Agile methodology.
• At least 5 years working on IT software delivery projects addressing EU or EU-27 national legislation in the Energy domain.
• Mandatory project management certification: PM², PMP or PRINCE2.
• Mandatory Agile certification: PM²-Agile, PMI-ACP, CSM, PSM or SAFe Agilist.
• Mandatory Product Owner certification: CSPO, PSPO or SAFe Product Owner.
• An AI Product Ownership certification, such as PSPO AI or equivalent, is considered an asset.
• Strong knowledge of scope, schedule, budget, risk and stakeholder management; project governance; Scrum; backlog management; user stories; acceptance testing; and European energy regulatory environments.
