Role & Responsibilities
• Evaluate business context, drivers, and expected outcomes to ensure alignment with strategic goals and stakeholder expectations.
• Elicit, validate, and document business needs using structured techniques to ensure clarity and traceability.
• Map and evaluate existing processes to identify inefficiencies, bottlenecks, and improvement opportunities.
• Create visual representations of workflows using standard notations (BPMN, UML) for legislative drafting and document lifecycle processes.
• Convert business requirements into functional specifications that guide solution design and development.
• Define and manage acceptance criteria; support test case design and user acceptance testing (UAT).
• Facilitate cross-functional communication among stakeholders, developers, and testers.
• Analyse legislative workflow requirements and translate them into user stories with acceptance criteria.
• Support interinstitutional requirements gathering across Council, European Parliament, and Publications Office.
• Maintain requirements traceability and manage change requests throughout the lifecycle. Qualifications
• Minimum 2 years of experience in using requirements management tools such as JIRA or GitLab, including backlog practices (epics, user stories).
• Minimum 2 years of experience in using collaboration platforms such as Confluence.
• Minimum 2 years of experience in applying Agile, Scrum, and software development methodologies.
• Minimum 2 years of experience in applying analysis and modelling techniques (user stories, use cases, acceptance criteria).
• Minimum 1 year of experience in using diagramming and wireframing tools (e.g., Visio, Lucidchart, Balsamiq, Figma).
• Minimum 1 year of experience with legislative processes and interinstitutional workflows (legislative, legal, or regulatory domains)
• Minimum 3 years of experience in using BPMN or UML or equivalent process modelling notation.
Your profile
• Bachelor’s or Master’s degree in Business, Engineering, Computer Science, or a related field;
• Experience with SQL for data analysis and validation.
• Experience in document standardisation: defining rules and specifications for converting legacy document formats (e.g., Word) to structured XML (Akoma Ntoso)
• Certification of Competency in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP), or equivalent.
• Experience in tailoring communication to business and technical audiences.
• Experience with legislative drafting processes and document lifecycles.
