ABOUT LUNG CANCER EUROPE Lung Cancer Europe is the pan-European umbrella organisation for lung cancer patient advocacy, bringing together patient groups from across Europe to improve outcomes for people affected by lung cancer. Lung Cancer Europe works across policy, research, and awareness — advocating for equitable access to early detection, innovative treatment, and high-quality care, and supporting its member organisations through education, evidence generation, and capacity building. PURPOSE OF ENGAGEMENT Lung Cancer Europe is seeking to engage an independent HR and Compliance Advisor to provide specialist advice and support so that Lung Cancer Europe's people practices and organisational compliance obligations are managed to a professional standard appropriate to a growing pan-European non-profit. This is a part-time, virtual advisory engagement suited to an experienced HR and/or compliance professional who can work independently, exercise sound judgement on sensitive matters, and provide practical, proportionate advice to the President, Board, and operations team. The Advisor provides these services on a self-employed, independent contractor basis and is not an employee, worker, or office-holder of Lung Cancer Europe. SCOPE OF SERVICES Human Resources â€
¢ Advise on the development and periodic review of HR policies and procedures appropriate to Lung Cancer Europe's staff, contractors, and volunteer structures, for adoption by Lung Cancer Europe. â€
¢ Advise the President and operations team on recruitment, onboarding, and offboarding processes, including contracts and role documentation. â€
¢ Provide confidential, professional advice to support the resolution of employee relations matters, in line with good practice and applicable employment law. â€
¢ Support the maintenance of accurate and confidential HR records in line with data protection requirements. â€
¢ Advise on remuneration, benefits, and working arrangements across Lung Cancer Europe's distributed, multi-country team. Compliance and Governance â€
¢ Advise on and support the development of Lung Cancer Europe's compliance framework, including data protection (GDPR), safeguarding, and conflict-of-interest policies. â€
¢ Support the Board and President in maintaining Lung Cancer Europe's governance documentation, including policy registers and the organisational risk register. â€
¢ Monitor and flag regulatory and legal developments relevant to Lung Cancer Europe's operations as a multi-country non-profit, advising leadership on emerging obligations. â€
¢ Support due diligence processes for partnerships, grants, and contractor engagements. â€
¢ Prepare compliance updates and reporting for the Board as required. Additional Deliverables â€
¢ Provide HR and compliance advisory support in connection with the Lung Cancer Europe's Annual Conference in April, attending as required to fulfil the agreed scope of services. â€
¢ Liaise with the President, Head of Operations, and Treasurer as needed to ensure HR and compliance advice aligns with Lung Cancer Europe's strategic priorities. â€
¢ Contribute HR and compliance input to funding applications and partner agreements where relevant. PERSON SPECIFICATION Essential â€
¢ Demonstrable experience in an HR and/or compliance role, ideally within a non-profit, charity, or membership organisation. â€
¢ Working knowledge of GDPR and data protection requirements across European jurisdictions. â€
¢ Sound understanding of employment good practice; formal HR qualification (e.g. CIPD or equivalent) desirable. â€
¢ Ability to work independently in a virtual, distributed team environment. â€
¢ Excellent judgement and discretion when handling confidential and sensitive matters. â€
¢ Strong written and verbal communication skills in English. â€
¢ Comfortable engaging with a Board and senior volunteers, including patient advocates. â€
¢ Able and willing to provide services on a self-employed, independent contractor basis, including maintaining relevant professional indemnity insurance where applicable. Desirable â€
¢ Experience working with or within a pan-European or multi-country organisation. â€
¢ Familiarity with the patient advocacy, health charity, or wider healthcare non-profit sector. â€
¢ Additional European language skills. â€
¢ Experience supporting Board governance processes. TERMS OF ENGAGEMENT Engagement basis: This is an independent consultancy / self-employed services engagement. The Advisor is not an employee, worker, or office-holder of Lung Cancer Europe and is responsible for their own tax, social security, and insurance arrangements in their jurisdiction. Estimated time commitment: Up to approximately 15 hours per week. This figure is provided as a guide for fee-setting purposes only; the Advisor determines how and when services are delivered, subject to reasonable deadlines agreed with Lung Cancer Europe. Location and manner of working: Fully virtual. The Advisor determines their own place and manner of work, using their own equipment, and may provide similar services to other clients concurrently, provided this does not conflict with Lung Cancer Europe's mission or confidentiality obligations. Substitution: Subject to Lung Cancer Europe's reasonable prior approval, the Advisor may arrange for a suitably qualified substitute to perform the services. Annual Conference: Attendance in April forms part of the agreed scope of services; reasonable travel and accommodation costs will be met by Lung Cancer Europe in line with its expenses policy. Fees: To be agreed with the successful candidate on a fee basis (e.g. day rate or retainer) and invoiced by the Advisor in line with Lung Cancer Europe's consultancy fee arrangements. Fees are not a salary and are not processed through Lung Cancer Europe's payroll. Term and termination: The engagement will run for an initial term of 12 months, renewable by mutual agreement, and may be terminated by either party on a month’s written notice, as set out in the services agreement. This Terms of Reference is a summary only and does not itself constitute a contract of employment or a contract for services; full terms will be set out in a separate consultancy/services agreement to be signed before the engagement begins.
