EU Public Affairs Consultant in Energy Regulatory Policy

Political Intelligence Brussels is seeking an experienced Public Affairs consultant with a passion for EU energy policy to join our team on a fixed-term contract (12 months, with potential extension and possible conversion to a permanent role). You will be a trusted advisor to one of our clients, a global technology company, bridging electrical engineering concepts and policy advocacy to navigate evolving EU energy regulatory frameworks affecting data centre operations and infrastructure development across EMEA. Your role will involve supporting evidence-based position development, facilitating engagement with utilities and regulatory authorities, and ensuring internal alignment on policy positions. responsibilities:
• Regulatory Analysis & Assessment: Review energy policy consultations and regulatory proposals across EMEA, assessing technical and economic impacts on data centre operations, grid connections, and infrastructure development – including connection costs, timelines, and operational constraints – and prepare briefing materials and position papers.
• Internal Alignment & Communication: Develop comprehensive briefings and meeting summaries from engagements with regulators, TSOs, and government representatives, and facilitate stakeholder feedback into policy position development.
• Stakeholder Engagement: Support workshops, meetings, and consultations with TSOs, DSOs, and regulatory authorities across EMEA, coordinate consultation responses, and manage day-to-day relationships with key European trade associations.
• Policy Framework Development: Develop expertise in emerging energy technologies and their regulatory implications, support the creation of policy frameworks applicable across EMEA jurisdictions, and build systematic internal consultation processes and standardised briefing templates. What we're looking for:
• 2 to 4 years' experience in energy regulation, utility operations, or energy policy analysis.
• Experience with regulatory consultation processes and stakeholder engagement.
• Knowledge of European energy markets and regulatory frameworks (EU directives, TSO coordination).
• Strong background developing briefing materials and executive communications.
• Understanding of electrical power systems, transmission/distribution networks, and grid connection processes.
• Bachelor's degree in electrical engineering, energy engineering, or a related discipline, or a Law/Economics degree with energy regulation specialisation and demonstrated electrical systems competency.
• Familiarity with energy market structures, capacity allocation mechanisms, and regulatory frameworks.
• Knowledge of renewable energy integration, grid modernisation technologies, and data centre energy requirements.
• Fluent in English, additional European languages are a plus.
