Job description
Context
The Lead Program Manager is responsible for the definition, governance, coordination, and successful delivery of the bank's strategic Data Transformation Program, composed of:

I988 – DMS 2.0 Self-Service Data Platform

I1572 – Decommissioning Legacy BI & Technology Evolution

I1573 – Reporting Tooling Simplification
The objective of the program is to transform the bank's analytical and reporting landscape by:
-
Establishing a modern Self-Service Data Platform
-
Enabling the creation and adoption of reusable Data Products
-
Simplifying and modernizing reporting technologies
-
Accelerating Power BI adoption
-
Reducing technical debt and operational costs through the progressive decommissioning of legacy BI solutions
-
Ensuring alignment with the bank's Data Management Strategy and long-term target architecture
The success of the mission depends on cooperation with the Initiative Owners of the above initiatives and the IT Delivery lead of the transformation. The Lead Program Manager ensures the three initiatives operate as one coherent transformation program with a shared strategy, roadmap, governance model, and delivery plan. The program manager is responsible for setting all elements in place and preparing the organization and the 3 initiative owners to take over and ensure delivery without the need for a lead program manager beyond this period.
Missions

Define, maintain, and drive the overall transformation roadmap across the three initiatives

Align program objectives, priorities, and success criteria with Executive Management and key stakeholders

Ensure alignment with the bank's Data Management Strategy, target operating model, and technology strategy

Establish and maintain an effective governance model across all initiatives and stakeholders
-
Prepare and lead executive steering committees and decision forums
-
Act as the primary point of contact for Executive Management, senior business stakeholders, and IT leadership
-
Provide clear, concise, and fact-based reporting on program progress, risks, budget, and value realization
-
Facilitate strategic decision-making and ensure rapid escalation when required

Build strong partnerships across Tribes, Reporting Teams, IT, Architecture, Risk, Compliance, and Data communities

Coordinate the Initiative Owners and Delivery Leads of I988, I1572, and I1573

Ensure consistency of priorities, milestones, dependencies, and resource allocation across initiatives
-
Drive integrated planning, delivery follow-up, and benefits realization
-
Identify, manage, and resolve cross-program dependencies and impediments
-
Ensure timely delivery of agreed program outcomes and business value
-
Drive adoption of Data Products, Self-Service capabilities, and the target reporting landscape
-
Support business, reporting, and data communities during the transformation
-
Coordinate communication, training, and change management activities
-
Promote a data-driven culture and support organizational adoption of new capabilities
-
Own the program risk and dependency landscape
-
Ensure compliance with internal governance, security, risk, and regulatory requirements
-
Anticipate strategic delivery risks and define mitigating actions
Working Conditions

Telework expectation: 60% on site & 40% homeworking

Relocation to Brussels is required for candidates outside of Belgium

Requirements
- Minimum 10 years of experience in Program Management, Strategic Transformation or Enterprise Change Management
- PMP, PgMP, Prince2 Practitioner, MSP or equivalent Program Management certification
