Product Owner / Business Analyst (Police Mobile
Applications) Overview This role supports the development and
evolution of mobile applications used by police officers in the
field to perform operational tasks. The applications enable a wide
range of functionalities including communication between units,
incident monitoring, entity searches (persons, locations,
organisations), and operational coordination. The solution is
mobile-first, used on smartphones and tablets, and continuously
enhanced with new modules and features. The application suite is
developed by an external provider but hosted and fully owned
operationally by the internal team, which ensures end-to-end
responsibility for its performance, evolution, and user adoption.
Mission You will reinforce an existing team composed of Product
Owners/Project Managers and a Technical Incident Coordinator by
taking on a dual Product Owner / Business Analyst role. Key
Responsibilities Product Ownership Own and understand the
applications end-to-end from a functional and business perspective
Act as primary point of contact for users and stakeholders Gather,
analyse, and prioritise business and functional requirements Liaise
with the external product owner/vendor to ensure alignment and
delivery Report progress, risks, and key updates to the Program
Manager Business Analysis Lead functional and business analysis for
new modules and enhancements Model AS-IS and TO-BE processes using
BPMN Conduct impact analysis (legal, security, operational
constraints) Collaborate with internal and external development and
security teams Act as the bridge between business stakeholders and
technical teams Change Management Support end-users in adopting new
features and tools Contribute to training sessions and user
communications Maintain and update user documentation Provide
second-line support and handle escalations Communicate updates,
incidents, and changes through defined channels Profile / Soft
Skills Strong communication and stakeholder management skills
Ability to translate complex operational needs into clear
requirements Strong analytical and problem-solving abilities
Customer and product-oriented mindset Excellent organisational and
prioritisation skills High level of autonomy, ownership, and
reliability Adaptability in a dynamic and evolving environment
Experience in change management and user adoption is a plus Ability
to work in complex, multi-stakeholder environments with diplomacy
