Hiring: Senior IT Program Manager (CIS/Infrastructure) | Brussels, Belgium | 12-Month Contract
Location:
Brussels, Belgium (Onsite) Start Date: 20 July 2026 Duration: Initial 12-Month Contract (Long-term assignment with annual extensions expected through 2030) We're looking for an experienced Senior IT Program Manager to support the establishment of a new CIS Program Management Office (PMO) within a large-scale infrastructure and IT transformation programme. This is a hands-on leadership role for an expert with extensive experience managing complex IT programmes, coordinating multiple stakeholders, and delivering large-scale infrastructure initiatives in highly regulated environments.
Key Responsibilities
Support the creation and establishment of a new CIS Program Management Office (PMO). Coordinate large-scale infrastructure and IT transformation programmes. Align multiple internal IT service owners and stakeholders across programmes. Develop governance structures, operating models, directives, and working methods. Manage programme planning, reporting, risk management, and delivery. Lead programme board meetings and executive reporting. Ensure successful implementation of complex infrastructure projects. Coordinate cross-functional teams and external stakeholders. Drive programme delivery while ensuring alignment with strategic objectives. Required Skills & Experience Extensive experience managing complex IT programmes. Proven delivery of large-scale IT programmes exceeding €50 million . Broad knowledge of: IT Infrastructure Cyber Security Enterprise Applications IT Service Management Strong experience with programme governance and executive reporting. Experience establishing PMOs, operating models, and governance frameworks. Experience managing the full lifecycle of IT services, including contracts, processes, support organisations, and service delivery. Experience leading multidisciplinary teams in high-pressure environments. Strong stakeholder management skills at executive level. Highly Desirable Experience within military, defence, or NATO environments. Experience working with classified IT systems. Current or previous NATO or National Security (NS) Security Clearance , or eligibility to obtain one. Experience leading IT organisations or services with 15+ team members . IT management experience within organisations of 10,000+ employees . What We're Looking For Strong leadership and decision-making abilities. Excellent communication and coordination skills. Ability to work with senior executives and programme boards. Strategic thinker with a hands-on approach to delivery. Proven ability to deliver complex programmes on time and within scope.
