Senior Business Analyst / Consultant – Belgian Hospital ADT (JP )

Mission Title: Functional Analysis, Feasibility Study, and Migration Plan for Hospital ADT Workflows to EPIC Prelude

1. Context & Business Drivers

As part of the modernization of its Hospital Information System (HIS) and the enterprise rollout of the Epic platform, the hospital aims to evaluate, align, and migrate all Patient Admission, Discharge, and Transfer (ADT) workflows from its current system to the Epic Prelude module.

The primary imperative is to guarantee strict alignment with Belgian-specific regulatory, insurance, and technological frameworks ("belgo-belgian" ecosystem).

2. Core Objectives

The consultant will secure the transition roadmap across three key pillars:

• Process Mapping & Functional Analysis: Document end-to-end current and target ADT workflows while accounting for Belgian legal and interoperability constraints.
• Fit/Gap & Feasibility Analysis: Assess native Epic Prelude capabilities against local Belgian requirements, pinpoint functional/technical gaps, and propose mitigation strategies or alternative architectural options where standard features fall short.
• Migration Strategy & Cut-over Plan: Establish a realistic migration plan (phasing, dual-run management, critical path isolation, and data remediation/conversion).

3. Scope of Work & Key Activities

• Lead Business & Operational Workshops: Engage with admissions departments (Emergency, Inpatient, Day Hospital, Outpatient Clinics), billing/invoicing teams, and IT leadership to map existing processes and business rules.
• Regulatory & Technical Scoping: Audit all mandatory integrations, including: Identity verification (eID, ISI+ cards, National Registry queries). Insurance eligibility verification (MyCareNet flows, mutual insurance associations / OA, complementary health plans). Regional and national health platforms (eHealth, local Health Information Exchanges).
• Vendor Alignment: Coordinate directly with Epic product specialists (Prelude / Grand Central) to evaluate the Belgian localization package and integration mechanisms (HL7, FHIR, custom APIs).
• Critical Flow & Risk Identification: Classify business-critical workflows (emergency admissions, patient safety/identity tracking, census monitoring) and draft business continuity measures.
• Detailed Functional Analysis Dossier (Target Blueprint): Comprehensive documentation of target ADT workflows and integration specifications.
• Fit/Gap & Feasibility Matrix: Comparative assessment of local Belgian legal/operational requirements versus native Epic Prelude capabilities, complete with actionable recommendations (customizations, middleware solutions, or process adaptations).
• Strategic Migration & Rollout Plan: Phased implementation roadmap, critical technical prerequisites, dependency mapping, and cut-over recommendations.

5. Required Profile & Expertise

• Belgian Healthcare Domain Expertise: Strong understanding of Belgian hospital operations, RIZIV/INAMI regulations, patient admission standards, and insurance eligibility mechanisms.
• Healthcare Interoperability & Identity Standards: Hands-on experience with MyCareNet, eHealth platform connectors, eID reading solutions, and message formats (HL7 v2/v3, FHIR).
• PAS/EHR Implementation Experience: Proven track record on major electronic patient record or patient administration system migrations; prior experience with Epic methodologies (specifically Prelude / Grand Central) is a distinct advantage.
• Consulting & Facilitation Skills: Proven ability to lead cross-functional workshops (administrative, clinical, technical, vendor) and deliver clear executive summaries to senior leadership.

6. Working Arrangements & Governance

• Duration: 6 to 8 consecutive weeks.
• Location: Hybrid model (on-site presence required for stakeholder workshops and steering meetings; remote work permitted for documentation and analysis).
• Primary Stakeholders: IT Department (CIO / Project PMO) and Patient Admissions Management.
