What you will do

You will be responsible for service design, stakeholder analysis, process modelling, workshop facilitation and use-case development. You will guide co-creation sessions with the involved entities and translate needs, user flows and processes into supported concepts, building blocks and improvement initiatives.

The programme you will join is building a modular and federative platform to support the permit and advisory chain. It builds on a trajectory of in-depth interviews, co-creation sessions, architecture explorations and budget analyses involving 15 entities from different policy domains. The goal is to make the permit chain more efficient, predictable and legally robust by shifting from remediation after the fact to guidance upfront. The platform consists of four major building-block clusters: a data-driven pre-process (project contour, rule check, triage, digital twin and preliminary consultation), AI support for advisors, a permit and advisory register, and a federative data node for structured data exchange.

Your assignment is to help translate the vision and concept into a realisable programme. This includes developing the architecture and building blocks, project definitions (with owner, management, hosting and running costs) and a sourcing and procurement plan, leading to a phased roadmap. You will also work on the composition and mandates of the programme steering group and develop agreements on consultation and knowledge-sharing forums.
