Location: Brussels, Belgium

Experience managing large public-sector or institutional accounts is a strong advantage
Role Summary
The role is essentially a blend of relationship management, staffing, service delivery governance, and business development, all within the unique regulatory and organizational context of public sector client for sustainable growth.
Client Relationship Management
- Serve as the single point of contact between the ICT contractor and the client
- Build and maintain trusted relationships with stakeholders including IRMOs, IT managers, project officers, and contract managers
- Understand the institution's strategic IT roadmap and align service delivery accordingly
Contract & Service Delivery Oversight
- Ensure compliance with Framework Contracts and project specific contracts
- Monitor SLAs (Service Level Agreements) and KPIs, ensuring contractual obligations are met
- Oversee delivery of ICT services such as application development, infrastructure management, support, or consulting
- Manage specific contracts, order forms, and amendments in coordination with the client's contracting authority
Resource & Team Management
- Coordinate the allocation and rotation of ICT consultants and technical profiles (developers, architects, analysts, project managers, etc.)
- Ensure submitted profiles and CVs meet client requirements.
- Manage onboarding and offboarding activities, including security clearances, access provisioning, and compliance processes.
- Maintain a healthy resource pipeline to ensure service continuity.
Commercial & Business Development
- Identify opportunities for new order forms, contract extensions, or service expansion within existing framework contracts
- Respond to client requests, mini-competitions, and service opportunities under framework agreements.
- Prepare pricing proposals, staffing plans, and commercial offers.
- Track revenue, profitability, and account forecasts.
Governance & Reporting
- Participate in steering committees and operational meetings with client counterparts
- Prepare regular reporting on service delivery, resourcing, financial performance, risks, and operational metrics.
- Ensure compliance with EU procurement regulations, GDPR, information security standards, and client-specific policies. (e.g., EU Restricted data handling)
Industry Knowledge
- Ability to navigate complex stakeholder environments and multi-level governance structures.
- Understanding public procurement frameworks and competitive bidding processes.
- Familiarity with enterprise IT governance practices and digital transformation initiatives of public sector
- Experience collaborating within multi-vendor delivery environments.
- Knowledge of common enterprise collaboration, project management, and document management platforms (like ARES)
