Program Delivery Manager – Freelance – West Flanders/Hybrid

We're looking for a Program Delivery Manager – Technology to join our team in Belgium. You will lead large-scale client engagements across the Benelux region, ensuring successful delivery of complex program.

This role holds full accountability for end-to-end delivery, client relationships, and commercial performance. It requires sufficient technical depth to challenge architectural decisions, diagnose delivery issues, and engage credibly with senior engineering stakeholders. The role also encompasses developing the management team and driving continuous improvement across the account.

Responsibilities

Drive end-to-end delivery from initiation through the full life cycle, ensuring program is delivered successfully and in line with EPAM processes
Manage client relationships and expectations, representing delivery at project, program and governance levels
Address client issues, identify and manage engagement risks and ensure client responsibilities are executed
Develop and maintain delivery plans and coordinate the preparation of proposals and statements of work
Run multiple activity streams and coordinate with technical and business groups across SDLC and IT service management processes
Be accountable for all aspects of delivery including financial, sourcing, implementation, business and regulatory requirements
Collaborate with multi-disciplinary nearshore and offshore teams including product owners, architects, engineers and QA experts to drive estimates, delivery plans and retrospectives

Requirements

Experience

Significant delivery experience leading large, complex, multi-team programs (50 FTE, multi-year duration)
Proven track record delivering enterprise commerce or large-scale digital transformation programs in a services/consulting context
Demonstrated experience with legacy-to-microservices modernization (monolith decomposition, strangler-fig patterns, phased migrations)
Experience delivering for retail, grocery, or consumer-goods clients strongly preferred
Track record of owning program budgets of $10M annually

Technical & Methodological Fluency

Strong understanding of microservices architecture, cloud-native delivery (AWS / Azure / GCP), CI/CD, DevOps, and modern engineering practices
Strong knowledge of best-practice project and programme management, including the SDLC/PDLC, with the ability to identify gaps and implement required improvements
Fluent in agile delivery at scale (SAFe, LeSS, or equivalent), with the judgment to apply hybrid models when needed
Able to engage credibly in architecture and technical discussions with senior engineers and client architects
Practical understanding of applying AI solutions to improve SDLC efficiency

Leadership & Communication

Executive presence; proven ability to communicate, influence and negotiate at VP and C-level
Strong written and verbal communication in English (additional Dutch is a plus)
Experience leading geographically distributed teams across multiple time zones
Skilled in commercial conversations: change requests, scope negotiation, contract amendments

Nice to Have

Experience operating within or alongside a global system integrator delivery model
Background in pre-sales, solutioning, or commercial deal shaping for large engagements
