Project Manager

En tant que e-Gov Project Manager, vous travaillerez auprès de notre partenaire easy.brussels, l'agence régionale (équipe dynamique et pluridisciplinaire de 10 agents) qui coordonne des projets de simplification administrative visant à faciliter la vie des usagers (citoyens, entreprises, associations) des administrations bruxelloises.
Votre contribution, vos missions :
En tant qu' e-Gov Project Manager vous assurez la gestion complète du cycle de vie de projets de simplification administrative depuis la définition de la solution jusqu'à l'implémentation de la solution :
- collecte des besoins des différentes parties,
- définition de la solution,
- suivi des développements et de l'implémentation,
- communication et formations.
Ces projets peuvent concerner différents domaines : digitalisation, amélioration de la réglementation, réorganisation des processus,…
Vous serez chargé de proposer, d'argumenter, de planifier et de mettre en œuvre les projets de manière réaliste,
- Vous fournissez une première analyse basée sur les informations recueillies par différents canaux et vous l'utilisez pour les propositions de projets ou les demandes de projets de l'entreprise,
- Vous gérez les procédures de validation des projets, vous déterminez les délivrables, vous planifiez et coordonnez les diverses phases de mise en œuvre et de test,
- Vous êtes responsable sur le terrain de l'obtention d'un résultat optimal et conforme aux objectifs du point de vue qualité, performance, coût et délai,
- Vous gérez le scope de l'implémentation, les risques et les problèmes,
- Vous êtes le point central entre le client, les ressources, les fournisseurs éventuels et la direction,
- Vous communiquez d'une manière ciblée et vous rapportez aux divers interlocuteurs,
- Vous pilotez les prestataires externes chargés de mettre en œuvre certains projets,
- Vous partagez votre expertise dans le cadre des activités liées à l'améliorations des réglementations,
- Vous contribuez aux activités présentielles liées à l'amélioration des procédures administratives : activités d'accueil du public, activités en présentiel avec les publics-cibles et partenaires,…
Cette fonction n'est pas ouverte au statut freelance ni aux agences de recrutement.
Vos expériences et compétences :
- Vous disposez de préférence d'un diplôme de l'enseignement supérieur de type long ou d'un diplôme universitaire,
- Vous avez au minimum 3 à 5 ans d'expérience professionnelle pertinente comme Project Manager,
- Vous êtes familier avec une méthode de gestion de projets (Prince2, PMI ou autres) est un plus,
- Vous êtes orienté résultat et mettez tout en œuvre pour satisfaire vos clients.
- Vous êtes analytique et êtes capable de synthétiser votre réflexion.
- Vous êtes proactif.
- Vous avez le sens des responsabilités.
- Vous avez la capacité à communiquer avec des interlocuteurs variés (chef de service, informaticien, juriste,…)
- Vous êtes rigoureux.
- Vous avez le sens de la curiosité et avez la volonté d'apprendre.
- Initiative et anticipation sont des qualificatifs qui vous décrivent.
- Vous avez une âme de « problem solver ».
- Vous avez une approche structurée et méthodique mais êtes capable d'être flexible si nécessaire.
- Tant à l'oral qu'à l'écrit, vous communiquez aisément avec vos interlocuteurs (stakeholders, partenaires…), quel que soit leur niveau.
- Vous êtes sociable, empathique et vous faites preuve d'un bon esprit d'équipe.
- Vous êtes capable de vous intégrer dans une équipe pluridisciplinaire.
- Vous disposez d'une excellente connaissance du français, tant à l'oral qu'à l'écrit, la connaissance du néerlandais et de l'anglais sont des atouts.
