Job Description - Roles and Responsibilities
Mission
As an IT Business Development & Digital Solutions Manager, you must be able to implement IT solutions with a special focus on the long-term financing of IT solutions – for this you will have to develop business cases at a strategic level that include a well-thought-out financial framework in which car financing receives special attention. policy, cooperation and resources, you will put your knowledge and experience in Traffic at the service of the ANPR team at DRI and its partners on an ad hoc basis.
Together with ANPR's programme and project portfolio manager and colleagues overseeing the budgets, you identify the most important bottlenecks in the enforcement chain and develop an action plan for each initiative that fits within the indicated priorities and capacity.
You provide a strategic plan of action and make every effort to respect predetermined timings, legal frameworks and budgets so that initiatives can be realized and implemented correctly and on time.
Where necessary, you adjust the planning and you can communicate clearly and transparently about this and provide the necessary reporting.
You build a good relationship with internal stakeholders at the police (lawyers, project managers and analysts, key users, etc.) and also coordinate the various IT initiatives with the various partners in order to ensure the success of the initiatives.
You support communication and change management initiatives and support the project managers and product owners within the theme where necessary.
Tasks and responsibilities:
Identifying IT points for improvement within the traffic enforcement chain for which the ANPR program is responsible and proposing possible solutions in terms of resources, cooperation with different partners (region, Client Mobility, etc.), joint work processes, centralization and exchange of information, etc.
Drawing up a strategic plan of action based on validated parameters
Facilitating information exchange and cooperation with the various (government) partners of the ANPR team and the GPI (integrated police – police integrée) within the theme of Traffic
Preparing and supervising consultation moments with the various partners in which you take on a mediating role
Helping to prepare files of strategic, legal and financial importance
Developing the proposals for improvement of the legal framework in which the ANPR IT applications operate and developing self-financing proposals
Reporting on progress, including problems, bottlenecks, risks – proposing alternatives, mitigations, decisions taken and actions to be taken
Set up project follow-up using tools such as Confluence and JIRA
Ensuring anchoring and transfer of knowledge and information to the product owners.
Education, experience and competences:
At least ten years of hands-on experience in supervising strategic IT projects;
Five years of experience in devising IT Solutions
Knowledge of the IT landscape in relation to IT solutions that can increase road safety
French or Dutch as a mother tongue, with a strong passive knowledge of the other language
Ability to develop ROI, cost & financing models for IT solutions
Soft skills
Good communication skills and the ability to get different stakeholders to work together
