For general register of consultants, please send your CV to Country Luxembourg Position Director of Business Development Expected start 1 January 2026 Duration working days Deadline 24 December 2025 Contact Emily Poupart ( ) The BD Director is accountable for leading Proman’s strategic growth and positioning across all donor markets (EU, UNICEF, AFD, and other multilateral and bilateral donors). They manage the full lifecycle of business development: intelligence gathering, capture, partnerships, recruitment, proposal development oversight, through to contract award for LT, ST, and framework contracts – ensuring all proposals are compliant, competitive, and strategically aligned. This role unifies and provides leadership across Strategic Acquisitions (Long term and short term opportunities), Framework Contracts, and network management to strengthen PROMAN’s visibility and credibility in the market. The Director of BD guides, manages, and motivates a team of acquisition experts, ensuring quality delivery of bids for opportunities funded by the EU, Luxembourg, France, UN, and other donors. The Director of BD empowers staff decision making, reduces bottlenecks, and fosters agility for staff under their purview – while remaining accountable for the achievement of results and key metrics across the pipeline. The Director of BD ensures a seamless flow from acquisition to delivery: providing strategic oversight of proposals to enable efficient and effective transition to delivery (including staffing, contract management, financial accountability, and quality assurance). The Director of BD is a member of the senior leadership team, supporting Proman’s organisational development, agility, and adaptation to global trends. Qualifications Minimum 15 years in international development BD, with proven wins across EU and other donors. Experience in both FWC management and strategic bids. Track record in consortium leadership, expert recruitment, and pipeline building. Strong understanding of EU procurement and donor compliance frameworks. Experience in organisational development, process improvement, and IT-enabled delivery systems. Experience in Board level reporting, including strategy development and performance management. Skills Bilingual in English and French. Strategic thinking, operational planning, and decision-making. Advanced capture and proposal management. Strong leadership, coaching/mentoring, and people management skills. High-level negotiation, communication, and stakeholder engagement capacity. Advanced financial and risk management skills. Excellent analytical, reporting, and problem-solving abilities. Negotiation, partnership-building, and stakeholder engagement. Attributes Visionary and entrepreneurial yet pragmatic leader.
