**Het Nationaal Crisiscentrum (NCCN)** staat 24u/24 ten dienste van de federale regering op het vlak van de noodplanning, het interdepartementaal beheer van noodsituaties en het beheer van belangrijke evenementen.
Het NCCN verzamelt, analyseert en verspreidt op permanente basis relevante informatie aan de politieke overheden. Deze functie van actieve waakzaamheid zorgt ervoor dat de regering snel en precies kan interveniëren wanneer een situatie dit vereist.
Bijkomend biedt het Crisiscentrum zijn infrastructuur en expertise aan bij het interdepartementaal beheer en de coördinatie van noodsituaties op nationaal niveau.
Daartoe wordt u opgenomen in een multidisciplinair team. In dit team zal je de rol van **Project Manager PARAGON **op je nemen. Meer in het bijzonder wat betreft de hybride hoogbeveiligde omgeving en de deelprojecten in het kader van het Corona herstelplan:
**Paragon project**
De doelstelling van dit project is: het ontwikkelen van een meerjarig IT-programma "Paragon" binnen de NCCN om te voldoen aan toekomstgericht en informatie gestuurd beheer van de risicocyclus door integratie van bestaande toepassingen en informatiebronnen.
Het NCCN zal het platform hosten en ter beschikking stellen van de relevante partnerdiensten, in overeenstemming met alle vereisten inzake informatiebeveiliging en de GDPR-wetgeving.
Er bestaat een reële behoefte om meer dan 200 verschillende gegevensbronnen, zoals kaartlagen, traceringssystemen, plattegronden, risico-objecten, noodplannen, procedures, middelen, contacten en andere, te kunnen structureren en exploiteren.
Om deze enorme gegevensstroom te kunnen gebruiken, moet een webgebaseerde geo-mapping toepassing worden gecombineerd met een documentbeheer
- en workflowsysteem. Om de continuïteit te waarborgen, moet deze toepassing in eigen beheer worden gebouwd, zodat de conceptuele kenmerken, de visie en het ownership gewaarborgd zijn.
Daartoe zal de "Paragon"-applicatie worden ontworpen met inachtneming van de nodige gegevensbeveiligingsmaatregelen en de GDPR-wetgeving, zodat een diverse groep gebruikers acute crises kan voorbereiden, beheren en beheersen. Het zal ook het beheer mogelijk maken van grootschalige evenementen, oefeningen, evaluaties en zelfs audits.
Daartoe zal Paragon ook het bestaande ICMS (Incident Case Management System, dat momenteel in heel België wordt gebruikt om crisissituaties op te volgen) integreren en vervangen.
**Taakomschrijving**
Je wordt opgenomen in een multidisciplinair team. In dit team zal je de rol van **Project Manager PARAGON** op je nemen:
- Je voert de projectplanning uit.
- Je behoudt het overzicht van het project (over meerdere jaren).
- Je organiseert en coördineert teamvergaderingen.
- Je organiseert de nodige vergaderingen met de andere teams.
- Je brengt regelmatig verslag uit over de vorderingen/moeilijkheden van het project aan het organisatiecomité en de programmabeheerder.
Als **Project Manager PARAGON**, heb je volgende taken:
Project en bedrijfsanalyse
- Samen met de bedrijfsanalist analyseer je de problemen of vereisten om een concreet en gericht projectplan op te stellen.
- Je organiseert vergaderingen met de betrokken partijen over de nieuwe informatiesystemen. Voor jouw analyse verzamel je relevante informatie over het probleem en onderzoek je de oorspronkelijke vraag verder, waarbij je rekening houdt met alle mogelijke aspecten.
Projectdefinitie, planning, uitvoering en follow-up
- Je schrijft de projectvoorstellen met de definitie van inhoud, aanpak, budget, risico's.
- Je definieert en plant het project om een duidelijke leidraad te hebben voor de uitvoering.
- Vervolgens zorg je ervoor dat de planning wordt aangepast, dat het project correct wordt uitgevoerd en dat de vervolgactiviteiten worden uitgevoerd.
- Je analyseert processen en gegevens uit verschillende bronnen: je verzamelt statistieken, schrijft analyserapporten, doet voorstellen voor een aangepast of nieuw proces op basis van een grondige analyse.
Communicatie en personeelsbeheer
- Je bent de contactpersoon voor het project: je bereidt follow-updocumenten en publicaties van het project voor, geeft uitleg aan interne en externe klanten, geeft feedback aan mensen in het veld, enz.
- Je organiseert vergaderingen om te zorgen voor de nodige samenwerking en communicatie tussen projectmedewerkers.
- Je zorgt ervoor dat werknemers voldoende worden geïnformeerd, gecontroleerd en ondersteund.
- Je zorgt ervoor dat het projectpersoneel over voldoende middelen beschikt en de nodige vaardigheden kan ontwikkelen om de projectdoelstellingen te bereiken.
- Je geeft regelmatig feedback aan het lijnmanagement over ontwikkelingsmogelijkheden en aan te brengen verbeteringen.
