New Horizon Program Manager

- Paradigm is de instelling van openbaar nut die verantwoordelijk is voor de digitalisering van het Brussels Hoofdstedelijk Gewest. Wij ondersteunen onze klanten - de Brusselse openbare instellingen - _in_ hun digitale _transitie_._ Werken voor Paradigm betekent een reële impact hebben op het dagelijkse leven van de Brusselaars._
Als Program Manager New Horizon werk je aan de verhuizing van Paradigm, die gepland staat voor eind 2024.
Om deze verhuizing zo goed mogelijk voor te bereiden en te organiseren, zoekt Paradigm de diensten van een Program Manager met ervaring in Het Nieuwe Werken. De opdracht bestaan uit de volgende hoffdtaken:
- Ontwerpen van een werkomgeving die voldoet aan de inrichtingsprincipes (Bricks, Bytes en Behavior)
- Voorbereiden en organiseren van de verhuizing naar de Iris Tower (Q4 '24)
- Ondersteuning van verandering bij het invoeren van nieuwe manieren van werken (NWOW)
**Jouw bijdrage, jouw taken**:
Als Program Manager zijn je belangrijkste verantwoordelijkheden de volgende:
Fase 1: Reflectie
- Coördinatie en leiding van thematische werkgroepen: Bricks, Bytes, Behavior
- Advies en ondersteuning bij het besluitvormingsproces
- Het project structureren en actieplannen opstellen
- Een bestuursmodel opzetten
Fase 2: Implementatie
- De actieplannen van de verschillende tracks coördineren
- Regelmatig contact onderhouden met de verschillende betrokken partijen (timing, activiteiten, deliverables, risico's, enz.)
- Ondersteuning en opvolging van aanbestedingen en contacten met leveranciers
- Het kernteam leiden
- Ondersteuning bieden aan teamleiders
- Een netwerk van ambassadeurs opzetten en beheren
- Voorbereiding van besluitvormingsdocumenten
- Afstemmingsvergaderingen
- Follow-up/validatiesessies met de eigenaar/aannemer
- Copil leiden en coördineren
Fase 3: Verbetering
- Evaluatie van resultaten en geïmplementeerde oplossingen
- Aandachtsgebieden identificeren
- Voorstellen van corrigerende maatregelen
- Actieplan en briefing voor bestaande teams
- Afsluitende sessie
**Je ervaring en competenties**:
Je hebt een masterdiploma in Change Management of bedrijfswetenschappen en gedegen ervaring in een soortgelijke functie, waaronder ten minste 2 jaar in een overheidsomgeving, waar je ten minste 6 van de volgende 8 taken hebt uitgevoerd:
- Coördinatie van een programma: aansturing en ondersteuning van de project managers, bewaken van de afhankelijkheden en de risico's
- Opstelling en opvolging van een macroplan: coördinatie tussen de afzonderlijke projectplannen
- De totale reikwijdte (scope) van het programma
- Facilitatie van het besluitvormingsproces via scenarioplanning en opvolging van de implementatie
- Bepalen en beheren van het budget (via openbare aanbestedingen)
- Opvolging van de deliverables van elke fase: van het vaststellen van de behoeften tot de uiteindelijke levering
- Beheer van de beschikbare middelen:
- Opvolging en reporting van de budgetsituatie in nauwe samenwerking met de project managers en de sponsor van het programma
- Een ondersteunende veranderingsaanpak uitwerken
- Optreden als ondersteuning voor management en leidinggevenden, hen helpen de rol van sponsor en ambassadeur van verandering te vervullen
- Opstellen van het ondersteuningsplan met de leider van het veranderingstraject
**Je bent onmiddellijk beschikbaar**
Kennis van het Frans en Nederlands is verplicht, kennis van het Engels is een pluspunt.
