STATEMENT OF WORK (SoW)

In 2024, OCIO's ambition is to further progress NATO Enterprise Digital Transformation, in particular by leveraging Artificial Intelligence. This requires maturing Enterprise's understanding on how AI can help address key NATO use cases. An AI Hackathon is being organized to that end.

1. INTRODUCTION

The NATO Chief Information Officer (CIO) function brings Information and Communications Technology (ICT) coherence across NATO Enterprise's 50+ civil and military bodies and more than 25,000 users. The NATO CIO is empowered to realize the Allies' vision for the NATO Enterprise, he is accountable to the Secretary General and he is responsible for the development of Enterprise directives and advice on the acquisition and use of information technologies and services. The NATO CIO is the Director of the Office of the CIO (OCIO), which is an integrated staff organization composed of members of the International Staff and the International Military Staff. The mission of the OCIO is to bring coherence to the NATO Enterprise through a secure, collaborative, and integrated set of CIS capabilities and ICT services.

The office of the CIO at NATO is planning to establish an Enterprise Architecture (EA) capability to standardize, streamline, and enhance the technological and operational frameworks across its departments. This capability will be involved in the creation and design of a set of EA services offered by the EA to other NATO departments, ensuring alignment with strategic objectives and operational efficiency in an efficient and effective way. The objectives of the work will include:

1. Establish an EA Capability: Develop a structured EA framework that aligns with NATO's strategic goals and operational requirements and introduce a structured way of working to accomplish this.

2. EA Services Design: Define, design, and document the range of services provided by the OCIO EA practice to other entities within NATO.

2. SCOPE OF WORK

2.1 The expert contractor team shall carry out the specific tasks, as described in the Work Package table(s) below:

Work Package WP1: NATO Enterprise Architecture Ecosystem and OCIO's role

This work package aims to get support in delivering the following:

Assessment and Planning:

o Conduct a current state assessment of existing architectural frameworks and IT infrastructure.

o Identify stakeholders and define their roles and responsibilities.

o Establish project management and governance structures.

EA Framework Development:

o Develop an EA framework that incorporates best practices and standards suitable for NATO.

o Define processes and methodologies for ongoing EA activities.

Service Catalogue Development:

o Identify and define all services to be offered by the OCIO's EA practice.

o Document service specifications, including service descriptions, delivery processes, and performance metrics.

Implementation Strategy:

o Develop a phased implementation plan for the rollout of the EA framework and service catalogue.

o Define training programs and workshops for stakeholders and users.

Monitoring and Evaluation:

o Establish metrics and KPIs to evaluate the effectiveness of the EA capability and service accuracy.

o Implement a feedback mechanism to continuously improve EA operations and service offerings.

The deliverables must be delivered based on interactions with Enterprise Entities stakeholders.

Acceptance Criteria A1: The D1 deliverable should contain at minimum: Assessment of the architecture functions across the Enterprise; Gap analysis compared to best practice

Acceptance Criteria A2: The D2 deliverable should contain in a clear, accurate and complete form at minimum the following: Enterprise EA target framework description; Architecture-related Roles and Responsibilities across the Enterprise; Implementation plan

Acceptance Criteria A3: The D3 deliverable should contain in a clear, accurate and complete form at minimum the following: Identification of key EA services for the NATO Enterprise at OCIO level; Service Management life-cycle

Acceptance Criteria A4: The D4 deliverable should contain in a clear, accurate and complete form at minimum the following: Service package description (including SLAs and KPIs).

Acceptance Criteria A5: The D5 deliverable should contain in a clear, accurate and complete form: Project plan; Meeting minutes of any stakeholder interaction

3. ROLES AND RESPONSIBILITIES

3.1 The work shall be conducted in close collaboration between the Contractor and OCIO as described in table below:

OCIO: Project lead and main stakeholder

Contractor: To provide deliverables identified above.

4. SCHEDULE AND PRACTICAL ARRANGEMENTS

4.1 Period of performance: As soon as possible but not later than 15th July 2024 to 31-Dec-24.

4.2 Location: NATO HQ

4.3 Expected Travel: Occasional business travel may be required in 2024. Travel expenses to be reimbursed according to the AAS+ Framework contract provisions and NATO rules and regulations.

5. DELIVERABLES AND PAYMENT MILESTONES

This is a deliverable-based contract.

5.1 Schedule of payments. Payment will be made as per below table and based on Purchaser's written acceptance Delivery Acceptance Sheet (DAS) (Annex B) of the respective deliverables.

5.2 Invoice and DAS shall be provided to Purchaser for the payment.

6. COORDINATION & REPORTING

6.1 Weekly status reporting to be conducted either on-site or through conference call with OCIO assigned Project Manager.

6.2 The contractor shall follow all general rules, terms and conditions as applicable for working in the OCIO, NATO HQ Brussels Offices.

7. GENERAL NOTES

7.1 Work might be performed on the OCIO-NATO HQ network(s). If required, appropriate hardware and connectivity will be provided by the OCIO-NATO HQ, for the duration of this contract, and is to be returned upon completion of the contract.

8.1 Contractor – MANDATORY Requirements

  • Understanding of EA principles and best practices.
  • Knowledge of EA tool offering and related services.
  • Successful track record of setting up EA in a complex and/or multinational environment.
  • Key staff to be employed on the contract must hold a NATO Secret Security Clearance
  • A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.

  • Prior experience of working in an international environment comprising both military and civilian elements.
  • Knowledge of NATO responsibilities and organization
