This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO).
The NCI Agency was established with a view to meeting to the best advantage the collective requirements of some or all NATO Nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.
The CTO Innovating Team develops, implements and promotes the innovation-related activities across the NCI Agency in support of NATO policy development and adaption of NATO transformation, while de-risking the implementation of NATO C3 capabilities and ICT services and facilitating their evolution.
This includes facilitation of informed dialogues with NATO, national, industrial and academic stakeholders in the areas of emerging technologies, NATO Programme of Work (PoW) projects, and architectural and technological challenges across the full spectrum of ICT services and C3 capabilities, including Cyber Defence.
The CTO Innovating Team is responsible to Chief Technology Officer for the management of the interface with NATO Office of the Chief Information Officer (OCIO) towards the outcome of better unity of effort across the NATO enterprise, driving coherence and developing interactions and touchpoints between the programmatic and technical elements of each NATO OCIO project, programme and service.
The team also executes the NCI Agency Innovation Portfolio of all NATO Programme of Work (PoW) and selected multinational projects and ensures that the portfolio projects are internally coherent, non-duplicating and aligned with NATO and NCI Agency technical strategies and roadmaps.
The team is also responsible for the execution of a subset of portfolio projects that address multi-domain innovation areas.**Duties: Under the direction of the Chief Innovating Team, the incumbent will perform overall duties in the area of Digital Innovation, such as the following:
- Acting as NCI Agency Portfolio Manager for the OCIO Portfolio with special focus on technical aspects;
- Defining the yearly OCIO Portfolio, consisting of projects/programmes in the areas of Technical Coherence (ICT Architectures, Digital Workplace), Digital Transformation and Cyber Defence;
- Aligning the OCIO Portfolio projects and programmes to drive coherence across the NATO Information Enterprise through the identification of touchpoints between the programmatic and technical elements;
- Reporting on the status of the portfolio outputs and outcomes through dashboards;
- Collaborating with other organizational elements of the NCI Agency in the Portfolio management activities;
- Engaging with other NATO Stakeholders (e.g. NHQC3S, ACT, ACO) and nations on NATO innovation and associated activities, as well as derisking the implementation of NATO ICT services and C3 capabilities and facilitating their evolution;
- Linking portfolio projects with technology and capability roadmaps and NATO initiatives;
- Identifying synergies and opportunities between the OCIO Portfolio and other NCI Agency Innovation Portfolio projects and activities;
- Providing technical coordination to individual projects as required;
- Identifying risks and needs for portfolio projects/activities and proactively engaging with senior internal and external stakeholders accordingly;
- Monitoring the external environment for new NATO directives and strategies, technologies and innovation opportunities;
- Providing strategic advice to CTO and NCI Agency Leadership on technology and programmatic aspects of NATO programmes and initiatives;
- Contribute to the development of the NCI Agency Technology Strategy and Implementation plan;
- Preparing and delivering presentations for Senior Boards;
- Deputize for higher grade staff, if required;
- Performs other duties as may be required.
- Experience in the conduction of analyses and development of concepts in the areas of ICT services and capabilities, with proven contributions to the state of the art;
- Multidisciplinary background across the full range of ICT capabilities (e.g. Cyber Defence, Asset, Configuration, Patching and Vulnerability (ACPV), Enterprise Architecture, Information and Knowledge Management);
- Experience in managing research and development of projects and/or programmes in the areas of ICT and of Communications, Computer, Command and Control, Intelligence, Surveillance and Reconnaissance (C4ISR) systems and services;
