The Council of Bureaux (COB) is the organization responsible for managing the International Motor Insurance Green Card System. As an entity operating under the auspices of the United Nations with close ties to the EU institutions, COB plays a crucial role in enhancing the mobility of vehicles and facilitating the resolution of international motor accident claims. The national Member Bureaux of COB represent approximately 1500 motor insurers across 48 countries spanning Europe, North Africa, and the Middle East. Moreover, COB provides administrative support to Guarantee Funds, Compensation Bodies, and Information Centers within the European Economic Area Member States.

COB is currently seeking a Risk & Monitoring Coordinator to join its Secretariat located on Avenue Louise in Brussels.

The Risk & Monitoring Coordinator will work full-time as part of the 15-member COB team. Reporting directly to the Managing Director, the individual will operate within the Risk & Monitoring and IT department, which is overseen by the Risk & Monitoring and IT Manager and comprises two IT Coordinators.

The main responsibilities of this role include keeping a close watch on the financial stability of the MTPL Green Card System and its Member Bureaux/markets. The incumbent will offer general assistance to various committees and workgroups active within the COB system, delivering detailed statistical analyses and reports to aid decision-making processes within the team, relevant committees, working groups, and the broader Membership. Occasional travel within Europe may be necessary to fulfil job requirements.

To ideally commence in July-August 2024.

Risk monitoring:

  • Identifying, describing, and estimating the risks impacting the financial stability of the MTPL Green card system.
  • Analyzing and monitoring the risk profiles of each individual Motor Insurance Bureau and the financial and risk profiles of relevant markets.
  • Collecting and disseminating pertinent financial news both internally and externally.

Financial analysis:

  • Conducting comprehensive analyses of available quantitative and qualitative data, preparing and sharing reports with various stakeholders to facilitate decision-making.
  • Coordinating internal and external data collection procedures to meet the organization's need for comprehensive and reliable statistical data, and analyzing available data regularly and on an ad hoc basis.
  • Utilizing existing financial stability assessment tools and procedures while contributing to their ongoing refinement to align with organizational requirements.

Committee and working group support:

  • Serving as the primary coordinator for Monitoring Committee meetings by preparing agendas and supporting documents, delivering oral reports, drafting and distributing minutes, creating questionnaires, financial and technical analyses, and informational materials.
  • Collaborating with IT and legal colleagues to contribute to the Supervisory Board and other committees or working groups as needed by the organization.

Profile:

  • Degree in economics, management, business engineering, or equivalent.
  • Previous experience in a similar field is advantageous but not mandatory.
  • Solid understanding of statistics and proficient statistical analysis skills.
  • Advanced proficiency in Microsoft Office products and Excel. Familiarity with Power BI is a plus, and knowledge of SQL or database management tools is highly regarded.
  • Demonstrated ability to conduct in-depth technical analyses based on quantitative and qualitative data and effectively communicate professional findings to diverse stakeholders according to their informational needs.
  • Good grasp of risk management processes and standards, particularly in MTPL insurance and complex international settings.
  • Background in a legal or insurance-related environment or an international organization is beneficial. Experience in the MTPL insurance sector is considered a strength.
  • Excellent written and verbal English skills, with a working knowledge of French being advantageous – proficiency in other languages is a bonus.
  • Exceptional communication skills, both oral and written, with a keen sense of diplomacy.
  • Detail-oriented with a problem-solving mindset.
  • Outstanding organizational skills, a professional and proactive demeanor.
  • Strong social and interpersonal abilities, capable of working collaboratively within a small team as well as independently.
