1. INTRODUCTION


BirdLife International is a global Partnership of autonomous, national non-governmental conservation organisations, with a large grassroots membership, in 120 countries and territories.

BirdLife works together as a Partnership to conserve wild birds, their habitats and global biodiversity, by working with people towards sustainability in the use of natural resources.


BirdLife Europe and Central Asia is the regional division of BirdLife International, one of six BirdLife regional offices around the world.

It is composed of an international team of permanent staff working on conservation, capacity building, policy, management, finance, fundraising, advocacy, science, communication, marketing and administration.

BirdLife Europe supports the European and Central Asia Partnership of BirdLife International, which consists of 44 independent, grassroots Civil Society Organisations, governed by a democratic programme.


In recognition of the rapid and large-scale expansion of offshore renewable energy that is planned in European seas as part of the vital response to the threat that climate change poses to human society and biodiversity, BirdLife Europe is working to ensure that this is done in a way that minimises harm to nature and is accompanied by ambitious action to protect and restore the sea.

We use our expertise and data on birds to inform the planning and deployment of offshore wind to minimise impacts on birds and the wider marine environment.

As a member of the Offshore Coalition for Energy and Nature ( OCEaN ) we collaborate with other non-governmental organisations, transmission system operators and offshore wind developers, on solutions to improve and speed up the planning and deployment of offshore wind developments and grid infrastructure while preserving and restoring European seas.


Birds (seabirds and migratory birds) may be directly affected by the development of offshore wind farms due to collision with turbine blades, barrier effects caused by the turbines, and displacement due to the operating turbines and associated maintenance traffic.


Birds are at risk of collision when flying at rotor heights; this risk can increase in certain weather conditions and during the night when birds may be attracted to illuminated constructions such as wind turbines.

During migration periods, when large numbers of birds may pass through offshore wind farm sites, a high number of collisions can occur.

Curtailment of wind turbines, whereby turbines are shut down or slowed to close to a standstill (hereafter referred to as bird curtailment), is a mitigation measure that has been shown to be effective in some instances at onshore wind farms and holds potential as a measure to be applied in offshore wind farms.


The Netherlands is currently developing, testing and implementing a bird curtailment approach to be applied in wind farms within the Dutch part of the North Sea, however, as yet this measure is not being applied at a wider sea basin scale.


2. OVERALL PURPOSE OF THE STUDY
The study should address the following specific questions:
  • What are the different approaches available to implement bird curtailment in offshore wind farms and what benefits and limitations of each approach?
  • What monitoring is necessary (or desirable) within and outside offshore wind farms to:
a - Inform the development and optimization of a curtailment strategy and rules (e.g., thresholds, predictive models etc.)?

b - Inform the implementation of a curtailment strategy and rules?

c - Assess the effectiveness of the implementation of a curtailment strategy and rules?

  • What considerations are important for the design and implementation of a coordinated approach to bird curtailment at the sea basin level, and are there any limitations of a sea basin level approach for delivering a coherent approach to bird protection within offshore wind farms? How feasible it is to include an international curtailment measure into the stability predictions, especially for shared power grids at European level?

3. TASKS


The study should take the form of a report written in English with a length of approximately between 30 and 45 pages (excluding annexes) and should draw on relevant case studies where available.


  • Provide an overview of the different approaches to implement bird curtailment in offshore wind farms and assess the benefits and limitations of each one considering relevant technical and operational factors.
  • Provide an overview of the necessary (and desirable) monitoring needed to inform the development and optimization of a curtailment strategy and rules, their implementation, and the assessment of their effectiveness.
  • Identify the main considerations that are relevant for the design and implementation of a coordinated sea basin level approach to birdcurtailment as well as any limitations of such an approach.
