NTT Data is currently looking for a PMO Manager for one of our clients in the public sector based in Brussels.

This role will be performed in a hybrid working mode.

Context:


The programme implements digitisation projects that contribute to improving the execution of (money) sentences and reducing the administrative workload within Justice, the police and other partners in the (financial) criminal justice chain.

Object of the project

The organization launched the project in 2017.

It grew out of a European directive aimed at reducing the number of deaths, injuries and material damage through the consistent imposition of penalties for traffic offences within the European Union.

The fine platform has completely optimised the process of immediate collection and amicable settlement of traffic fines and correctional fines, thanks in part to standardisation and digitalisation.

Since 2021, a lot of initiatives have also been taken from both federal and regional authorities in the context of traffic.

These initiatives lead to a continuous expansion of the number of traffic fines and the new type of traffic fines managed by the fine platform.


In addition, there will also be work around guiding the enforcement of the sentence, with particular focus on the financial enforcement of the sentence, the core mission.


There are three areas:
The 'road safety' domain, with a focus on driving road safety improvement projects and initiatives;

The 'correctional' domain, with a focus on unifying and digitising smaller correctional fines, such as the immediate amicable drug settlement;

The 'services for citizens' domain, with focus on managing the JustOnWeb website, the digital traffic fines that can be consulted the Justice website as well as the call centre for fines.

All projects should be monitored in a Project Management Office. Reports should be made to management, but also to the various PMO departments within the administration.

Responsibilities:
Maintain a robust Project Management Office (PMO) to ensure that projects are executed according to established standards and guidelines.


Monitoring and reporting on the progress of projects and service delivery, including identifying potential risks and taking corrective action when necessary.

Weekly/monthly reporting to staff on monitoring of projects.


Coordinate collaboration between various internal and external teams, including development, operations and external partners, to ensure that projects and services meet set requirements.


Acting as a liaison between Business, IT and other departments within the organisation to ensure our services are aligned with business needs.

Continuously evaluate and improve processes and procedures to optimise the efficiency and effectiveness of projects and service delivery.

Coaching and on of the project managers to ensure that the defined project methodology is followed.

Profile :
At least 5 years of relevant experience

Experience in setting up and managing a PMO, including defining processes and procedures for project planning, execution and control.

Knowledge of application development and a good understanding of Agile working methods are essential.

Proven experience in setting up and managing a PMO as well as supporting projects within a PMO.

Extensive knowledge of project management methodologies, such as Prince2, Agile and Scrum.

Strong analytical skills and ability to solve complex problems.

Excellent communication skills and ability to communicate effectively with stakeholders at all levels. (NL/FR)

A proactive and results-oriented attitude, with a strong focus on quality and customer satisfaction.


Experience with project management tools such as JIRA, Big Picture and Confluence to effectively plan, manage, document and track projects.


Experience with programme and portfolio management to ensure projects fit within an overarching programme and portfolio and contribute to organisational objectives.

Analytical skills to enable dashboarding and reporting using analytical tools.

Strong organisational skills and ability to manage multiple tasks simultaneously.

A proactive attitude and the ability to work and make decisions independently.

Languages :
You have a native level of French or Dutch and preferably an active knowledge of English.
