An excellent opportunity to support the Governments of Guernsey and Jersey (the Channel Islands) as part of the Channel Islands Brussels Office (CIBO) leading on fiscal affairs.
The Channel Islands Brussels Office promotes the interests of the Channel Islands in Europe and to the EU institutions, and advises the governments of Guernsey and Jersey on EU policy issues.
Jersey and Guernsey have their own parliaments and legal systems, and full fiscal autonomy, operating as third countries to the EU.
The Fiscal Attaché will lead on all EU tax matters of significance for the Channel Islands.The successful applicant will cover a range of tax-focussed policy areas, and will be responsible for analysing, reporting and advising on these.
The applicant will help CIBO strenghen bilateral relations with EU stakeholders by facilitating policy discussions, monitoring changes to the tax policy environment and providing high level analysis, briefings and technical advice on EU tax policy development.
The applicant will build a network of contacts across the EU institutions, Permanent Representations, and third country Missions, relevant trade associations as well as at senior official level with the governments of both Jersey and Guernsey.
Job specification
- To provide regular reporting, analysis & advice to senior officials in Guernsey and Jersey on current and planned EU tax policy developments and analysis of their potential implications for the Islands.
- To contribute to key internal international tax policy meetings, to provide verbal and written briefings to Ministers and senior official and, as appropriate, to provide advice and possible policy recommendations.
- Along with policy teams from the two governments, monitor and assess the potential impact of EU tax policy developments on the Channel Islands, as well as the broader political context across the EU.
- To build and develop a network of working relationships with the EU institutions & other third country Missions, as well as business groups and trade bodies working on tax policy, to enhance the Islands' positive international reputations as cooperative jurisdictions.
- To identify opportunities for collaborative working for the Islands in conjunction with the EU, and where necessary to develop and deliver appropriate engagement sharing our expertise with European partners.
- To lead and coordinate all formal Channel Islands tax focussed engagement with the EU Institutions, together with other CIBO colleagues, to deliver well targeted inward visit programmes for CI senior officials and Ministers which help advance our tax policy objectives.
- Work collaboratively with other Channel Islands overseas offices, as well as with the policy teams from both governments, by assisting with ad hoc projects when required.
- To work on Islandspecific tax projects (e.g., undertaking tax analysis or EU engagement for either Guernsey or Jersey, based on a specific need).
- To undertake regular business visits (usually one working week) to the Channel Islands for inperson meetings as well as adhoc visits as required.
- As part of a small team, the applicant will work closely with CIBO colleagues on crosscutting policy areas where relevant, identifying the interplay of tax policy with other areas of economic significance for the Islands e.g. AML.
Person specification
- 510 years of professional experience working on tax matters; this experience could be within a government capacity, or within industry/consultancy firm;
- Tax specific expertise in direct/indirect international taxation
- Knowledge and experience of engagement with EU institutions;
- Understanding of the EU legislative and regulatory process;
- Excellent teamworking, interpersonal and stakeholder management skills including experience working with senior representatives of government and industry
- Ability to work well in a small team, with the skills to respond flexibly to changing priorities;
- Fluency in English (written and verbal). Working knowledge of French (desirable). Knowledge of other EU languages would be an asset.
